The Timeline . . . (as referenced from the TWP Board of Supervisor's Meetings Minutes)

11/2012 - Hurricane Sandy Report - Chairman Steffen stated that he felt the public should be commended for taking the storm seriously. He asked his fellow supervisors if they thought the township building could be used as some sort of shelter whether it be a mass care center or a comfort station?
Chairman Steffen felt that if the building was expanded it could be used as a center as well as give the township more room for storage of files.
Supervisor Hamby replied that in order to be a mass care center you have to be certified by the Red Cross and the shelter would be staffed by Red Cross. After the expansion of the building, the Board could notify the Red Cross that the township building was available as a shelter. The Red Cross would then come and inspect the building and if suitable it could be used. If the shelter was opened the Red Cross would staff the shelter and all occupants would have to abide by Red Cross regulations. He felt that more planning would need to be done to accomplish this.
Supervisor Hamby felt that using the township building as a comfort station was more feasible because the building would only be opened for 4 to 6 hours for showers and for charging of cell phones, etc. and it could be manned by township employees or by volunteers.
Supervisor Hamby will seek out an architect and arrange to have a meeting with the supervisors.

6/2013 - Emergency Management Report - Supervisor Hamby stated that before meeting with contractors he would need a diagram as to what type of renovations the building would need. He was told that the basement would need to be extended as well as the building approximately 12 feet. The bathrooms could be made smaller and each would have a shower stall.

11/2015 - Chairman Steffen stated that in 2016 the Township will be looking into getting another grant to expand the Township Building for more office and garage space as well as space for the public to use in the event that there were extended power outages. The public would be able to charge their cell phones or take a shower.

3/2016 - Chairman Steffen asked the Board if they were still in favor of expanding the township building so it could be used as a comfort station as well as for more office space. It was decided that Chairman Steffen would contact Kiley Associates to get the project started.

4/2016 - Building Expansion Project - Chairman Steffen explained that he spoke and met with Kiley Associates in regards to expanding the township building. In doing so, Northeast Construction Building and Utility Services, an arm of Kiley Associates has submitted a proposal to prepare a Feasibility and Planning study.
This will include a review of adding a 12 foot addition on the right side of the building first floor (front to rear) and 12 foot addition in the rear lower level to expand the lower level basement garage. They will prepare preliminary design schematics for the addition for review by the Township to review the feasibility of the project.
In addition, NECON will provide the following: Prepare a concept plan of the proposed building renovations and addition incorporating any code issues that may exist into the concept plan; Provide (1) set of preliminary drawings for the Township to review; a preliminary floor plan; and preliminary exterior elevations (front, rear, and right).
Cost of preparing the plans and studies is $1,150.00 with a retainer fee of $500.00. NECON will start work immediately after receiving the retainer fee and signed copy of the proposal.
Supervisor Hamby made a motion to accept the proposal with a second by Supervisor Kmetz and all Supervisors voting yes.

5/2016 - Building Expansion Project - Chairman Steffen explained that Kiley Associates has produced a set of preliminary plans for the expansion of the township building. He is hoping that before next month’s meeting a copy will be given to everyone for review so the plans can be discussed next month.

6/2016 - Building Expansion Project - Chairman Steffen explained that in speaking with Kiley Associates (Justin and Glenn Hoffman) some changes were made to the original designs for the garage area. In place of another door at ground level, it would be changed to a loading dock area. There also would be some minor changes to the upstairs area as well.
The next step would be to make the changes to the original drawings and get estimates as to what the total cost of the project would be and from there the Township could begin to look for funding.
Kiley Associates will work up what their cost will be to do the design development drawing set which would not include construction costs. They will drop off the plans at the office prior to next month’s meeting.
The exterior of the building will remain the same with no change in the color of siding. The furnace will be updated as well as the generator.

8/2016 - Building Expansion Project - Chairman Steffen stated that the township had received the preliminary designs for the expansion with the cost coming in roughly at $187,068.46. The plans are on file.
The next phase of the project would be to look into the acquisition of a grant and that would come through Community Planning and Management (Carson Helfrich). Mr. Helfrich has submitted a proposal for approximately $2,125.00 to $2,975.00.
Chairman Steffen made a motion to accept Mr. Helfrich’s proposal with a second by Supervisor Hamby and all Supervisors voting yes.

9/2016 - Building Expansion Project - Chairman Steffen stated that the township did receive a letter from the Wayne County Department of Planning that the expansion of the building is consistent with the ideals set forth within the Wayne County Comprehensive Plan.

10/2016 - Building Expansion Project - Chairman Steffen stated that the grant application has been prepared and submitted by Carson Helfrich.

11/2016 - Building Expansion Project - Chairman Steffen stated that the grant application has been prepared and submitted and the township should know if it will be awarded anything sometime in January 2017.

3/2017 - Building Expansion Project - It was decided to reach out to our state representatives to see how our grant application is fairing.

4/2017 - Building Expansion Project - Chairman Steffen stated that the township was awarded a $100,000.00 grant against a proposed budget of approximately $266,000.00. He went on the say that the township would reassess the project and see if part of the project could be done.

5/2017 - Building Expansion Project - Chairman Steffen stated that the township was awarded a $100,000.00 grant against a proposed budget of approximately $266,000.00. He went on the say that the township has the documents on hand and with speaking with Christy Yerger of DCED the work could be downsized and amended and he felt that the township should sign the documents. He informed the Board of Supervisors that he will be meeting with Kiley Associates on May 4th.

6/2017 - Building Expansion Project - Chairman Steffen stated that the township was awarded a $100,000.00 grant and that he had met Kiley Associates who had come up with a new concept. The next step will be to ask Kiley Associates for cost estimates. He went on the say that it looks very functional giving the Secretary/Treasurer a lot more room.

8/2017 - Building Expansion Project - Ms. Powderly informed the Board that Kiley Associates had finished the revised plans for the building expansion. Chairman Steffen asked that they be on the agenda for the September meeting and requested Ms. Powderly to notify them.

9/2017 - Building Expansion Project - Chairman Steffen stated that he met with Kiley Associates and he informed the Board that they were working on bid documents that would be able to go out this year with an anticipated start in the spring of 2018.

11/2017 - Building Expansion Project - Ryan representing Kiley Associates stated that the drawings were just about finished. He went on to say that the rest of the documents would be ready by the end of the week so the project could be put out to bid.
Chairman Steffen stated that the township would like to open the bids at the February 2018 meeting and begin construction in April of that year. Ryan stated that Kiley Associates would do the advertising for the bids.
Chairman Steffen made a motion that Kiley Associates advertise the bid contingent upon the approval of the township’s solicitor with a second by Supervisor Kmetz and all Supervisors voting yes.

12/2017 - Building Expansion Project - Chairman Steffen asked Mr. Treat if he had reviewed the bid documents for the building expansion. He said he had reviewed them and had no additional comments other than those given at the November meeting.

2/2018 - Building Expansion Report - Ryan from Kiley Associates stated the bid packages are done and the township would be receiving bids at the township building until the 28 th of February. The bids would be opened at the March 5th meeting of the Board of Supervisors. He stated that the township would not need to award any bid until the 23rd of March, if they so desired to award. Chairman Steffen stated he would like to schedule a workshop to review any bids for March 22 nd . The secretary will advertise for a 6:30 PM meeting.

3/2018 - Building Expansion Report - Chairman Steffen reminded everyone that at the last meeting the Board agreed to have a workshop on March 22nd to go over any bids that were received with the bid being awarded by March 23rd . He stated that one bid was received from Grimm Construction in the amount of $298,247.00.

4/2018 - Building Expansion Report - Chairman Steffen stated that bids were opened and the only company sending in a proposal for the project was Grimm Construction and after the workshop on March 22nd along with review of the bid the call was made on March 23rd awarding Grimm Construction the contract. He went on to say, that Grimm Construction has 180 days to finish the project.

5/2018 - Building Expansion Report - Supervisor Kmetz explained that the township would need to consider a new furnace as the contractor stated there would be additional costs to project trying to save the existing chimney and working the trusses around it. The cost of a new furnace that would make the entire building heated by propane is $6,380.00. After some discussion, Supervisor Kmetz made a motion to put in a change order for the new furnace with a second by Vice-Chairman Hamby and all Supervisors voting yes.

6/2018 - Building Expansion Report - Chairman Steffen stated that the building expansion has been delayed due to the weather hopefully the excavator will be starting on June 11th.

7/2018 - Building Expansion Report - Chairman Steffen stated that the building expansion is in progress.

8/2018 - Chairman Steffen stated that the building expansion is in progress. Ms. Powderly stated that 1 payment has been made to Grimm Construction in the amount of $29,808.00. Supervisor Hamby made a motion to adopt the graphic with corn in the barn for the building sign as well as for the township letterhead with a second by Chairman Hamby and all Supervisors voting yes.

9/2018 - Chairman Steffen stated that the re was work order change that was made in the amount of $3,672.00. This had to be done to finish the front entranceway. He stated that the crew could not remove the old concrete. Ms. Powderly stated that the second payment has been made to Grimm Construction in the amount of $100,632.00 . Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated in pricing the sign for the building there was only one that was reasonable Hunt Signs coming in at $670.00 and the township will be able to install it.

10/2018 - Chairman Steffen stated that the work was ongoing.
