PALMYRA TOWNSHIP – WAYNE COUNTY JUNE 5, 2017
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.
Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.
Police Report was given by Patrolman Ron Kominsky is on file.
Fire Report was given by Scott Mead and is on file.
Ambulance Report None
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz asked about setting up a date to ride roads so he could show the Board what needed to be done. A new date will be set at the next meeting.
Public Comment - Mr. Van Orden stated that the speeding on Columbus Avenue has gotten out of hand. Mr. and Mrs. Aris as well as Mr. and Mrs. McVeigh stated that they were well aware of the accident on Columbus Avenue but wanted to make the Board aware of a condition on North Street. Renters living at 204 North Street have been burning out on the street; they have been working on cars at 2:00AM in the morning their vehicles are not legal and have had bonfires as well as using profane language. After a lengthy discussion, Chairman Steffen made a motion to send a letter to the landlord as well as Chief Drake of the Hawley Borough Police Department about the complaints with a second by Supervisor Hamby and all Supervisors voting yes.
Mr. Dougherty stated that there is a basketball hoop located to close to the road on North Street. Supervisor Kmetz stated he would speak to offenders about it.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
Building Expansion Project - Chairman Steffen stated that the township was awarded a $100,000.00 grant and that he had met Kiley Associates who had come up with a new concept. The next step will be to ask Kiley Associates for cost estimates. He went on the say that it looks very functional giving the Secretary/Treasurer a lot more room.
Zoning Report was given by Mr. Natale and is on file. Mr. Natale asked all people in the audience to go the township’s website and fill out the survey for the township’s Comprehensive Plan. He stated he also went around the town and asked all businesses to fill out the survey as well.
Planning Commission - Mr. Natale stated there was nothing to report.
Emergency Management - Supervisor Hamby stated that there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - He stated he received a phone call from Attorney Waldron representing Henry Skier who owes approximately 14 acres on Route 6 who wants to know if the Board would entertain having a workshop advertised as such so he and Mr. Skier could go over the township’s zoning ordinance as it relates to his proposal to do something with his property which could be an outside venue. It was decided that the township secretary would contact all concerned participants and set up the workshop. Chairman Steffen made a motion to allow the township secretary to set up the workshop with a second by Supervisor Kmetz and all Supervisors voting yes.
Public Comment - Mr. Dougherty asked if the township had an active ambulance service. Supervisor Hamby stated that the Hawley Ambulance does get toned out by the 911 Center and that sometimes they respond and if they don’t the next closest ambulance will be toned out.
Supervisor Hamby made a motion to adjourn at 7:00 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
