PALMYRA TOWNSHIP – WAYNE COUNTY MAY 1, 2017
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.
Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall.
Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.
Police Report is on file.
Fire Report was given by Scott Mead and is on file.
Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file.
Road Master Kmetz stated that a new 1 ½ ton roller was needed for the township. He went on to say that by using the piggy back program the township would not be required to bid for the equipment since the state had already bid it out. He stated he found the required roller from Powell Company for $16,500.00.
Supervisor Hamby made a motion to purchase the 1 ½ ton roller on the piggy back program for $16,500.00 with a second by Chairman Steffen and all Supervisors voting yes.
Public Comment - None
Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
Building Expansion Project Chairman Steffen stated that the township was awarded a $100,000.00 grant against a proposed budget of approximately $266,000.00. He went on the say that the township has the documents on hand and with speaking with Christy Yerger of DCED the work could be downsized and amended and he felt that the township should sign the documents.
He informed the Board of Supervisors that he will be meeting with Kiley Associates on May 4th.
Zoning Report was given by Mr. Natale and is on file.
Mr. Natale stated that he had inquiry about a property behind The Firework’s Shop and the Dime Bank called the Skier property. He stated that the property is listed as commercial, but the property that the parties want to build on is rural residential. The parties want to build a music venue.
Solicitor Treat stated that this would be considered a Special Exception since it is not listed in the township’s zoning ordinance. He went on to say that would require the Zoning Hearing Board to meet. Once the application is filed the Zoning Hearing Board has thirty days to advertise and to meet. Mr. Natale stated he would let the contractor know what was required.
A discussion ensued on Demolition Permits, with Chairman Steffen stating that he felt something should be in place especially for the Do It Yourself person but it should be reasonable and not cost prohibitive. He felt that the permit should not require a fee, but would require the person to sign off on the document that they will abide by EPA rules and regulations for disposing of the material. He asked Mr. Natale to prepare a template that would contain certain perimeters that he as the Zoning Officer feels are applicable as well as assuring that people abide by EPA rules and regulations so they could reviewed by the Board of Supervisors and adopted into the township’s Zoning Ordinance.
Planning Commission - Mr. Natale stated there was nothing to report.
Emergency Management - Supervisor Hamby stated that there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - He stated he received the check from Liberty Mutual to repair the guide rails on Spruce Street and gave to it Ms. Powderly. He went on to report that he had filed the judgement against the Lisa Osborne property as requested at last month’s meeting.
Public Comment - Mr. Dougherty stated that there is a parking problem on North Street that is creating hazardous conditions. Supervisor Kmetz stated he would look into the situation and relay the matter to the Hawley Borough police.
Supervisor Hamby made a motion to adjourn at 6:56 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
