PALMYRA TOWNSHIP – WAYNE COUNTY OCTOBER 2, 2017
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.
Supervisor Kmetz made a motion to accept the previous month’s minutes as written with one correction change (pants to plants on the second page) with a second by Supervisor Hamby and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall.
Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.
Police Report is on file.
Fire Report was given by Scott Mead and is on file.
Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz went on to say the work on Sutter Court was completed to his satisfaction by Wayco, Inc. He also stated that the Hawley Area Authority informed him that Pike County is thinking about extending the sewer line within the next several years which would mean our township would be able to recoup some of the cost of the extension that was put in.
Public Comment - Mr. Shook stated that he has noticed that the blasting being done by Wayco, Inc. has gotten stronger. It has rattled windows as well as knocking cans off the shelves at the IGA. He also stated that several other businesses in community have concerns as well. Brookfield Energy owners of the Lake Wallenpaupack Dam have purchased a seismometer to evaluate the effect on the dam. It was decided that Chairman Steffen would speak to Wayco, Inc. about the concerns.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
The township received the Hawley Area Authority minutes.
The Department of Army notified the township that the Tennessee Gas Pipeline has been approved to change the method of crossing and impacts to Wetlands W12b and stream S6b.
PennDot notified the township that estimated Liquid Fuels allocation for 2018 is $65,815.97 and the turn back allocation is $3,520.00.
Conditional Use Hearing - Chairman Steffen stated that prior to the regular monthly meeting that a conditional use hearing was held to amend the township’s zoning ordinance to provide for theaters in the ordinance with the following considerations: Theater-A building, or part of a building, devoted to the performing arts, including live theatrical productions, live music performances, dance performances, the showing of motion pictures or video, lectures and other educational presentations related to the performing arts, including presentations for summer camp attendees. Theater shall not include Indoor Theaters, defined in this Ordinance solely for showing films, nor shall it include any Adult Business, as defined in this Ordinance; and would amend Article III, Basic Zoning Regulation, Section 125-14, Schedule of District Regulations to add “Theater” to both the Rural Residential (R-R) and General Commercial (C-1) Zoning Districts as a Conditional Use.
Chairman Steffen made a motion to adopt Ordinance 17-02 with a second by Supervisor Kmetz and all Supervisors voting yes.
Building Expansion Project - Chairman Steffen stated that he nothing new to report.
Zoning Report was given by Mr. Natale and is on file.
Chairman Steffen stated that Mr. Natale has gone through all the files for the Zoning office and in doing so has found some files incomplete such as no certificate of occupancy. Chairman Steffen went on to say that in speaking with Mr. Natale that he would only be working on open files or permits from the past 18 months and would no longer be going back six or eight years or longer.
Planning Commission - Mr. Natale stated that a Planning Commission had to be cancelled due to not having a quorum to decide on the George subdivision. He went on to state that Supervisor Kmetz and himself did send a letter to the Wayne County Department of Planning stating that although there was not a quorum they found no issues with the subdivision and the Planning Commission is waiting to hear back from the department.
Emergency Management - Supervisor Hamby stated that there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - Mr. Treat stated that since the amendment to the zoning ordinance was approved that it would need to be sent to the Wayne County Department of Planning.

Supervisor Hamby made a motion to adjourn at 6:45 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
