PALMYRA TOWNSHIP – WAYNE COUNTY September 4 , 2018
Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen , Supervisor Hamby and Supervisor Kmetz were present. Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Chairman Steffen and both Supervisors voting yes with Supervisor Kmetz abstaining since he was not present for the meeting.
Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.
Police Report was given by Officer Paquette and is on file .
F ire Report was given by Eugene Krause and is on file.
Ambulance Report -None.
Road Report was given by Road Master Kmetz and is on file. In regards to questions that were asked about at the August meeting, Road Master Kmetz stated that Fairmont Avenue would probably be paved and repaired by mid-October and in reference to Mr. Leichliter’s concern on Keystone Street Road Master Kmetz stated it probably won’t get paved this year because it is only an indentation from where work was done on the sewer. Road Master Kmetz informed the Board that he was looking into purchasing a new truck before winter and this could be purchased through the Co-Stars Program. He also stated that he would have more information by next month’s meeting.
Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received a Thank You letter from the Hawley Borough Police Department for the donation of $250.00 for National Night Out
The Wayne County Solid Waste Department is requesting that a representative be appointed to the Solid Waste Advisory Committee to participate in the update to the Wayne County Municipal Solid Waste Management Plan. Chairman Steffen made a motion to appoint Supervisor Kmetz as the township representative with a second by Supervisor Hamby and all Supervisors voting yes.
The Department of Environmental Protection informed the township that the H & K Group, I n c. has made an application to renew an NPDES permit. Still Environmental which is under contract with PennDOT notified the township of their intent to conduct a wetland and waste study for the Bridge Rehabilitation over the Wallenpaupack Creek.
Public Comment - Mr. Dougherty asked about the birch trees on Columbus Avenue that hang down in the road and create a hazard if they could be trimmed or cut back. Road Master Kmetz stated that they will be cut down before winter.
Building Expansion Report Chairman Steffen stated that the re was work order change that was made in the amount of $3,672.00. This had to be done to finish the front entranceway. He stated that the crew could not remove the old concrete. Ms. Powderly stated that the second payment has been made to Grimm Construction in the amount of $100,632.00 . Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated in pricing the sign for the building there was only one that was reasonable Hunt Signs coming in at $670.00 and the township will be able to install it.
Flood Plain Ordinance Chairman Steffen informed the Board that FEMA has requested that the township repeal their floodplain ordinance and adopt a new one which is supplied by their Coordinator Leslie Rhoades. Ms. Powdery explained that both the old and new ordinance was reviewed by Supervisor Kmetz and Paul Natale and there are no major changes. She stated that the Public Hearing could be held at the October 1, 2018 at 6:15PM. The Board told her to advertise.
Planning Commission - Mr. Natale stated that the there was nothing to report.

Emergency Management - Supervisor Hamby stated there was nothing to report.
Crime Report - None.
Solicitor’s Report - He stated he had nothing to report.

Chairman Steffen made a motion to adjourn at 6:4 3 PM with a second by Supervisor Hamby and all Supervisors voting yes.
