PALMYRA TOWNSHIP – WAYNE COUNTY APRIL 1 , 2019
Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Kmetz and Supervisor Hamby were present. Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.
Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.
Resolutions for records and roofing were postponed until May’s meeting to give the Solicitor time to review them.
Police Report was given by Officer Bertholf and is on file.
Fire Report was given by Scott Mead and is on file.
Street Lights - Chairman Steffen informed the Board that the order was placed with PP &L to replace the light bulbs in the street lights with LED’s. He stated that it would cost $174.00 to get the process started. He went on to say that there are additional street lights that will be added as well.
Chairman Steffen made a motion to start the conversion and pay the fee with a second by Supervisor Kmetz and all Supervisors voting yes.
Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz stated that the township received one sealed bid for the sale of the 2005 truck. Road Master Kmetz made a motion to accept the bid from James Dotta in the amount of $8,000.00 with a second by Supervisor Hamby and all Supervisors voting yes.
Road Master Kmetz stated he still has not heard back from the Tennessee Gas Pipe Line in regards to Mushpaugh Road. He stated that the work needs to be done on the ditches and informed the Board that the bond had not been lifted.
He also informed the Board that the township will be doing work on Spruce Street as well as on Oak Street.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
The township received a Thank You card from the Hawley Fire Department for the donation of $1,500.00.
The township received the Hawley Area Authority minutes.
The Wayne C onservation District sent notification that they found the review of the Erosion & Sediment Control Plan for the Lintner Rte. 6 Project for Russell Lintner at 37 Lintner’s Way, Palmyra Township, Wayne County to be adequate.
Zoning Report was given by Mr. Natale and is on file. Mr. Natale asked for guidance on the signage for Northeast Fireworks. He stated the sign was put up before the new zoning ordinance was adopted in 2012. The new ordinance states that no electronic message sign can be allowed within 300 feet of a dwelling.
Solicitor Treat stated that since the only residence that would be affected by the sign is the owner and if he (the owner) waived that regulation it would be permissible but if the business was sold and the trailer remained it would not be allowed to be grandfathered in to the new owners.
Planning Commission - Mr. Natale stated there was nothing to report.
Public Comment - None
Emergency Management - Supervisor Hamby stated there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - Mr . Treat stated that Paulette Johnson had filed for Chapter 7 bankruptcy and that a lot of mistakes had been made in the filing. Ms. Johnson owes the township $3,900.00 in fines and court costs so he will be attending the hearing that is scheduled and will represent the township and report back to the township at the next scheduled meeting being held on May 6 th .
Public Comment - Mr. Hanf asked what being done about the trailer on Bow Tie Lane. Mr. Natale informed him that starting 2 years ago he had sent letters to the owners . He went on to say, he called numerous times and was unable to speak to the property owners.
The Solicitor stated that since this has been an ongoing problem for 2 years, the township should file a written complaint with the Magistrate. The Board of Supervisors instructed Mr. Natale to do this.
Supervisor Hamby made a motion to adjourn at 6:56 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
