PALMYRA TOWNSHIP – WAYNE COUNTY AUGUST 5, 2019
CONDITONAL USE HEARING, PLEDGE AND ROLL CALL OF SUPERVISORS
Chairman Steffen called the Conditional Use Hearing to order at 6: 00 PM. Roll call of the Supervisors showed that Chairman Steffen and Supervisor Kmetz were present. Supervisor Hamby was absent.
Chairman Steffen stated the Conditional Use Hearing is for a used car dealership and vehicle repair shop (Prestige Motors). It was verified that the hearing was advertised in the Wayne Independent on July 17th and July 24th , 2019.
Paul Natale, Zoning Officer explained that Jeremy Jeffrey came before the Planning Commission requesting a Conditional Use permit to open a used car dealership and vehicle repair shop at 23 Texas Palmyra Highway, Hawley, Pa. He went on to say that the Planning Commission informed Mr. Jeffrey that as long as he complies with the Palmyra Township Zoning Ordinance, Section 125-19, Part J he will be fine especially since it was already classified as vehicle repair shop known as Compton’s Garage .
Chairman Steffen was concerned about parking or storing cars on the left side of the garage. He felt that a fence or screening was needed there. Mr. Jeffrey stated he would inform the owner of the property since he is only leasing the property. He went on to say that he has no trespassing signs and some fencing already there. He also stated that there would be no junk cars on the property and that the only parking of vehicles would be in front of the building and in the area left of the building no parking would be allowed and if someone did park there they would be towed.
After a lengthy discussion, Solicitor Treat stated that it would be advisable to add that no junk or disabled vehicles be allowed to be stored on the property. With there being no public comment , Chairman Steffen stated he would define the condition regarding parking at the regular meeting being held at 6:30 PM on August 5, 2019. Supervisor Kmetz made a motion to adjourn at 6:20 PM with a second by Chairman Steffen and all Supervisors voting yes.
Chairman Steffen called the regularly scheduled meeting to order at 6:30 PM. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Chairman Steffen and all Supervisors voting yes.
Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes. Chairman Steffen stated that the township has $285.00 from the scrap metal program. He made a motion to donate that money plus and additional $100.00 to Hawley Borough Police for National Night Out with a second by Supervisor Kmetz and all Supervisors voting yes.
Police Report is on file. Fire Report was given by Eugene Krause and is on file.
Public Comment - Jocelyn Kramer introduced herself. She stated that she is a candidate running for Commissioner of Wayne County and wanted to familiarize herself with any issues the townships may have.
Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file. The road bids were opened. E.R. Linde came in at $68,805.00 and Wayco, Inc. came in at $49,093.40. Supervisor Kmetz made a motion to award the bid to Wayco, Inc. , in the amount of $49,093. 40 with a second by Chairman Steffen and all Supervisors voting yes.
Road Master Kmetz stated that Paupack Township had approached him about going in on a grant to purchase a crack sealing machine. Road Master Kmetz stated that Paupack Township would store the machine and that Palmyra Township would be able to use it at any time. Road Master Kmetz made a motion that Palmyra Township would supply no more than $9,000.00 to purchase the machine and this would be contingent upon receiving the grant with a second by Chairman Steffen and all Supervisors voting yes.
Street Lights - Chairman Steffen stated that the new street lights had been installed as well as the LED lights being replaced in the other poles.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received the Hawley Area Authority minutes. The Wayne County Solid Waste Advisory Committee notified the township that their 2 nd meeting will be held on August 8, 2019, at the Wayne County Emergency Operation Center at 7:00PM.
Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that Tom Shepstone had contacted him about the Comprehensive Plan. Mr. Shepstone stated he would like to attend the September 3, 2019, to have the final adoption of the plan done.
Mr. Natale stated that Harmony in the Woods had contacted him and requested a Conditional Use hearing to be held on September 3, 2019. The Board informed Attorney Waldron who is representing Harmony in the Woods that residents with adjoining properties would need to be notified of the Conditional Use hearing.
In reference to the Bow Tie Lane matter , Mr. Natale informed the Board that the township had not received any payment from the property owners. Chairman Steffen made a motion to allow Solicitor Treat to file a final judgment against the property with a second by Supervisor Kmetz and all Supervisors voting yes.
Planning Commission - Mr. Natale stated that there nothing to report.
Conditional Use Hearing - Chairman Steffen stated that there would be one stipulation for Prestige Motors. Chairman Steffen made a motion that when looking at the building from Route 6, the easterly side, there will no parking allowed from the façade of building to Route 6 as well as a line running parallel to the building to the left to the property line there will no vehicle parking with a second by Supervisor Kmetz and all Supervisors voting yes.

Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report Mr. Treat stated that Paulette Johnson was denied Chapter 13 bankruptcy and the court has put her property up for sale in the amount of $175,000.00. He stated our claim of $3,900.00 will be paid in full.

Chairman Steffen made a motion to adjourn at 6: 50 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
Next scheduled meeting is Tuesday, September 3, 2019, with a Conditional Use Hearing at 6:00PM and the regular meeting at 6:30 PM.
