PALMYRA TOWNSHIP – WAYNE COUNTY FEBRUARY 4, 2019

Vice Chairman Hamby called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Vice Chairman Hamby and Supervisor Kmetz were present. Chairman Steffen was absent.

Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Vice Chairman Hamby and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall.

Vice Chairman Hamby made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Vice Chairman Hamby made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Vice Chairman Hamby made a motion to give Ms. Powderly a holiday bonus of $350.00 with a second by Supervisor Kmetz and all Supervisors voting yes. He went on to say that it was an oversight on part of the Board at the January meeting.

Hawley Area Authority Solicitor Treat stated that in order for the Hawley Area Sewer Authority to borrow money for upgrades to the system from the Rural Utilities Service, United States Department of Agriculture they need to secure a lease rental debt from the township.
The township would be guaranteeing 20% or $703,800.00 of the total amount of $3, 519,000.00 in the event the Authority should default on their loan. He explained that this is a routine practice .
He went on to say that the Hawley Area Authority had done advertising for the ordinance that is needed and had prepared the ordinance for the township. He stated that after reviewing the contents that there was no reason not to adopt it.
With this being said Supervisor Kmetz made a motion to adopt Ordinance 2019-01 as well as sign all the required documentation with a second by Vice Chairman Hamby and all Supervisors voting yes.

Auditor’s Report was given by Kathryn Ehwald stating that working Supervisors salaries would remain the same at $20.00 per hour and health insurance would stay at $450.00 per quarter.

Police Report was given by Officer Bertholf and is on file.

Fire Report - None

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz made a motion to require sealed bids for the sale of the 2005 truck with a second by Vice Chairman Hamby and all Supervisors voting yes.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received the minutes from the Hawley Area Authority.

Building Expansion Report - Vice Chairman Hamby stated that there were still some questions on billing that would be addressed at the March 4 th meeting.

Zoning Report was given by Mr. Natale and is on file.

Planning Commission - Supervisor Kmetz made a motion to appoint Michael Hanf to the Planning Commission with a second by Vice Chairman Hamby and all Supervisors voting yes.

Public Comment - Mike Gibbons asked the Board i f they were aware of the proposed walking path that would be going from Honesdale to Hawley. He stated that it goes right through his property. Mr. Natale explained with the Board’s permission, that he was the one that sent out letters to affected property owners so they would be aware that there will be a meeting at the White Mills Fire Hall where concerned citizens could voice their opinion and encouraged Mr. Gibbons to come.

Emergency Management - Vice Chairman Hamby stated there was nothing to report.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated he nothing further to report.

Public Comment - None

With no further business, Supervisor Kmetz made a motion to adjourn at 6:47 PM with a second by Supervisor Hamby and all Supervisors voting yes.
