PALMYRA TOWNSHIP – WAYNE COUNTY JULY 1, 2019
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen and Supervisor Kmetz were present. Supervisor Hamby was absent. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Chairman Steffen and all Supervisors voting yes.
Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.
Police Report was given by Officer Bertholf and is on file.
Fire Report was given by Scott Mead and is on file.
Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file. He went on to say that the township received $9250.00 from the Tennessee Gas Pipeline to repair Mushpaugh Road.
Chairman Steffen made a motion to advertise for the paving of Spruce Street and Palm Avenue with a second by Supervisor Kmetz and all Supervisors voting yes.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. Penn Dot invited the township to join them on July 25 th at the Lazy Brook Park, Tunkhannock, Pa. for the Susquehanna 21st Annual 2019 Equipment Show.
P. P. & L. notified the township that they received a Notice of Termination for the Rebuild Project for the Blooming Grove – Honesdale Transmission Line. It stated that the earth disturbance had been completed satisfactorily.
Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated the township had not received any money from the Wejnert’s in regards to Bow Tie Lane. He stated the Magistrate had mailed out the notification on or about June 11 or 12 th.
Mitch Jacobs representing Harmony Presents explained to the Board that the plans had changed since the Conditional Use Hearing that was held on January 2, 2018. He stated that the big difference would be that there would no longer be a theater but instead it would be an amphitheater. After a lengthy discussion, it was decided that Harmony Presents would have to start all over again by going before the Planning Commission and have another Conditional Use Hearing.
Planning Commission Mr. Natale stated that the Planning Commission will be meeting on July 2 nd . They will be discussing a Conditional Use for Jeremy Jeffries (Prestige Motors) . He stated that it was more of a formality since the old business was a garage (Compton’s Garage). He went to say that the Planning Commission will also be discussing Harmony Presents.

Emergency Management - Supervisor Kmetz stated that there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report Mr . Treat stated that Paulette Johnson had filed for Chapter 7 bankruptcy and that he had filed a Proof of Claim for the township in the amount of $3,993. 25 . He stated that Ms. Johnson was trying to convert to a Chapter 13 bankruptcy . He went to say that the Court has denied her request to convert to Chapter 13. Her house will be sold and the township will receive the money that is owed.

Chairman Steffen made a motion to adjourn at 7:00 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
