PALMYRA TOWNSHIP – WAYNE COUNTY MARCH 4, 2019

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Kmetz and Supervisor Hamby were present. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Church and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz stated that the township did not receive any proposals on the sale of the truck. Solicitor Treat said to advertise it again and if there were no proposals received that the township could then just sell the truck.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
The township received notification from the Department of Transportation that our $3,520.00 turn back as well as our liquid fuel allotment of $68,514.45 will be deposited into our bank on March 1st .
The township received copies of the 2018 financial audit that was completed by Brian T. Kelly, CPA and Associates.
The Wayne County Department of Planning approved the lot consolidation re: Hawley Commercial Property/69 Welwood Avenue, LLC lot additions.

Building Expansion Report - Ms. Powderly stated that the final payments were sent to Grimm Construction for the completion of the building expansion.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that T-Mobile was going to add antennas to the tower located by the quarry.
He reminded the Solicitor to draft a resolution for the change in roofing fees.
Mr. Natale informed the Board that in the case against Ms. Johnson, the Magistrate had ruled in the township’s favor. She will have to pay a fine of $3,600.00 plus fees.
Mr. Natale went on to say that a complaint had been received regarding a property on Long Ridge Road. He stated that in 2013 the property owner had gotten a permit for a recreational cabin to be put on the property. The property owner put in a mobile home instead of the recreational cabin. He stated that the mobile home has no septic system and that it is either being pumped into an existing septic system or possibly into a pond. He stated that Chris Martin had been notified. He went to say that the permitting was not done right and he asked what he should do about the situation. The Board informed him that as long as the mobile home was removed they would not do anything.

Planning Commission - Kiley Associates presented the lot consolidation for the Hawley Commercial Property/69 Welwood Avenue, LLC. They stated that the Department of Planning had one comment on the deeds for the property. Solicitor Treat stated that he is working with the owners to put the deeds together and that would satisfy the County requirement. Chairman Steffen made a motion to approve the lot consolidation subject to the deed being done with a second by Supervisor Hamby and all Supervisors voting yes.

Public Comment - A. G. Howell introduced himself stating that he was running for District Attorney of Wayne County. He went on to list his various experiences and qualifications.

Emergency Management - Vice Chairman Hamby stated there was nothing to report. Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated that fine for Ms. Johnson is actually $3 ,900.00 which includes the fees . He asked the Board to give him the authority record a lien against her property. Chairman Steffen made a motion to allow Solicitor Treat to record a lien against Ms. Johnson property with a second by Supervisor Kmetz and all Supervisors voting yes.

Public Comment - None

Supervisor Hamby made a motion to adjourn at 7:00 PM with a second by Supervisor Kmetz and all Supervisors voting yes.

Next scheduled meeting is April 1 , 201 9 at 6:30 PM.
