PALMYRA TOWNSHIP – WAYNE COUNTY MAY 6, 2019
Vice Chairman Hamby called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Vice Chairman Hamby and Supervisor Kmetz were present. Chairman Steffen was absent. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Vice Chairman Hamby and all Supervisors voting yes.
Treasurer’s Report is on file as well as posted on the back wall. Vice Chairman Hamby made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills are on file as well as posted on the back wall. Supervisor Kmetz made a motion to pay the bills with a second by Vice Chairman Hamby and all Supervisors voting yes.
Supervisor Kmetz made a motion to accept the Lake Region Comprehensive Plan with a second by Vice Chairman Hamby and all Supervisors voting yes.
Resolutions - Vice Chairman Hamby stated that the township has 5 resolutions that need to be voted on :
With the Resolutions being read Vice Chairman Hamby made motion to pass all resolutions with a second by Supervisor Kmetz and Supervisors voting yes.
Police Report was given by Officer Bertholf and is on file.
Fire Report was given by Eugene Krause and is on file.
Street Lights - Supervisor Kmetz stated that he met with the representative from PPL in regards to the 7 new street lights that the township is requesting to be installed. He went on to say that the representative is going to work up some prices as to cost of transformers and possibly arms for the lights to installed on and that township would have the costs by the next meeting.
Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz informed the Board that the sale of truck did not go through with Mr. Dotta. He went on to say that Mr. Costa is at the township building and has offered the township $8,000.00 and is willing to take the truck with him tonight (May 6 th ). Mr. Treat said for the record let it be noted that the Board advertised the sale of the truck not once but twice and he saw no reason why the township could not accept Mr. Costa’s offer to buy the vehicle. With that being said, Road Master Kmetz made a motion to accept Mr. Costa’s offer of $8,000.00 for the 2005 truck with a second by Vice Chairman Hamby and all Supervisors voting yes.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received notification from FEMA that the revisions to the township’s Floodplain Management Ordinance, as amended on October 1, 2018, brought the ordinance into compliance with the National Flood Insurance Program.
The Wayne County Emergency Management Agency will be holding quarterly training on May 15 th at 6:30PM at the EOC, located at Volunteer Drive Complex, 43 Volunteer Drive, Honesdale, Pa. The Wayne County Department of Planning notified the township as well as Mr. Shepstone that the department had identified typographical other minor edits to the Lake Region Comprehensive Plan.
The township received the Hawley Area Authority minutes.
Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated the township was awarded a settlement from Mr. Dryer located on Holiday in the amount of $410.15 which the township has not yet received. He stated that he informed Mr. Dryer by letter that the 30 days in which to pay the fine had expired. Solicitor Treat stated that if Mr. Dryer does not answer the letter by the next meeting the Board will enter a judgement. Mr. Natale stated that he would like to sell his desk set to the township (which he has been using at the township building since he was hired as Zoning Officer) for $400.00. Supervisor Kmetz made a motion to purchase the desk set from Mr. Natale so it could become township property in the amount of $400.00 with a second by Vice Chairman Hamby and all Supervisors voting yes.
Planning Commission Mr. Natale stated that the Planning Commission will be meeting on May 7 th to hear about a conditional use for an internet based car dealership to be located at the Pines Tavern.
Public Comment Mr. Krause asked about the Resolution regarding the roofing fees. He stated that the fire department will be needing a new roof. It was explained that the change to roofing fees was only for residential structures. The Board informed Mr. Krause that if there was a fee involved to inform them so the fee could be waived.
Liz Hooper asked when the drainage problem on Fairmont Avenue was going to be addressed. Road Master Kmetz stated that he was aware of the problem and weather permitting it would be repaved.
Emergency Management - Supervisor Hamby stated that quarterly training was going to be held May 15th .
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - Mr . Treat stated that Paulette Johnson had filed for Chapter 7 bankruptcy and that he had filed a Proof of Claim for the township in the amount of $3,993. 25 . He stated that Ms. Johnson is trying to convert to a Chapter 13 bankruptcy which would mean that the township would receive installment payments from her until the fine is paid. He went on to say that either way the township would get paid.
Mr. Treat stated that the zoning ordinance (electronic message boards) be addressed at the next meeting with a full Board present since it would mean changing the ordinance either because an individual had requested it or that Board felt it needed it to be changed.
