PALMYRA TOWNSHIP – WAYNE COUNTY April 6, 2020

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen and Supervisor Kmetz were present. Chairman Steffen called for a moment of silence for Supervisor William Hamby who passed away on March 9, 2020. Chairman Steffen made a motion to donate $150.00 to the Dyberry Day Camp in honor of Supervisor Hamby with a second by Supervisor Kmetz and all Supervisors voting yes .

Supervisor Kmetz made a motion to accept the previous month’s minutes with one correction the second page first paragraph delete ( would be ) with a second by Chairman Steffen and all Supervisors voting yes.

Chairman Steffen stated that one of the duties of the Board of Supervisors is to name a successor to Supervisor Hamby within 30 days of his passing and with that being said Chairman Steffen made a motion to appoint Michael Hanf with a second by Supervisor Kmetz and all Supervisors voting yes. Mr. Hanf will need to be sworn in by either a Notary Public or District Magistrate.

Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report is on file.

Fire Report is on file.

Ambulance Report - Chairman Steffen made a motion to adopt Resolution 2020-01 which states that Palmyra Township – Wayne County has elected for the closest available Advanced Life Support ambulance company to respond to calls within the township with a second by Supervisor Kmetz and all Supervisors voting yes. Chairman Steffen stated that the balance of rest of the ambulance business will be taken up at a future meeting.

Road Report was given by Road Master Kmetz and is on file.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

Public Comment - None.

Zoning Report was given by Mr. Natale and is on file. He stated that Sally Talaga from Lock 31 had asked if the building fees could be waived on the township level since the site is historical. Chairman Steffen made a motion to waive only the township building fees with a second by Supervisor Kmetz and all Supervisors voting yes. Mr. Natale stated that the cell tower will be receiving new antennas with T Mobile being the first and the new owners will be replacing the top half of the tower and when that is completed Verizon will also be installing antennas.

Planning Commission - Mr. Natale stated there was nothing to report.

Public Comment Mr. Becker inquired via Facebook Live if there was any decision being made regarding reinstating Hawley Ambulance. He was informed by the Board that no decision had been made at this time.

Emergency Management - Chairman Steffen made a motion to adopt the Declaration of Disaster Emergency regarding the COVID-19 pandemic with a second by Supervisor Kmetz and all Supervisors voting yes.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated he had nothing to report.

Public Comment - None

With no further business, Chairman Steffen made a motion to adjourn at 6:40 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
