PALMYRA TOWNSHIP – WAYNE COUNTY July 6 , 2020

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen , Supervisor Kmetz and Supervisor Hanf were present. Supervisor Hanf made a motion to accept the previous month’s minutes with one correction change Chairman Hanf to Supervisor Hanf with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen read a public statement supporting and thanking our police.

Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hanf and all Supervisors voting yes.

Police Report is on file.

Fire Report is on file.

Ambulance Report was given by Jeff Phy and is on file.

Road Report was given by Road Master Kmetz and is on file Road Master Kmetz made a motion to have Rich Hillreigel replace salt/cinder shed roof with metal roofing in the amount of $6,437.00 with a second by Supervisor Hanf and all Supervisors voting yes. Ms. Powderly informed the Board that the money could be taken out of the state road account.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received two Thank You notes one from the Dyberry Day Camp and one from the Hamby family for the donation that was made in Supervisor Hamby ’s name. The Board was informed that a Notice of Appeal Hearing was received from the Wayne County Board of Assessment for the Historical Society . The hearing would be held on July 27 th at 9:30 AM in the Commissioner’s Meeting Room.

The township received the Hawley Area Authority minutes.

Chairman Steffen paused the meeting for an Executive Session at 6:40 PM in regards to personnel matters.

Chairman Steffen reconvened the meeting at 6:49 PM. Solicitor Treat stated since the session involved employees no discussion be would allowed and that no decision was made.

Public Comment - Mr. Van Orden requested that the Hawley Police Department do something about the speeding on Columbus Avenue. Chairman Steffen stated that he would talk to Chief Drake about the problem.

Zoning Report was given by Mr. Natale and is on file . Mr. Natale stated that he visited the Johnson property located in Milestone Estates and there is more garbage, tires, etc. there now than in the past. He sent a letter to the new owners on June 5 th and still has not heard from them and the 30 day notice will be expiring in a few days. He asked for permission to apply to the Magistrate and to have Solicitor Treat accompany him. It was decided that Mr. Natale would send Solicitor Treat all the information he has and with that being said Supervisor Kmetz made a motion to that affect with a second by Chairman Steffen and all Supervisors voting yes.

The second issue was in regards to a shed that was put up without a permit. Mr. Natale stated he had contacted the owner numerous times over the phone as well as by email but the shed owner still has not complied. He requested that this matter also be brought to Magistrate’s attention especially since the 30 day notice had long since expired. It was decided that the shed owner would be given one more final notice and if the owner does not comply it could be brought before the Magistrate.

The third issue to be dealt with was a complaint about an in ground swimming pool not having the required fencing. He stated this has been an ongoing problem since 2018 and he would like to bring this before the Magistrate as well. Supervisor Hanf made a motion to have Solicitor Treat write a letter to Northeast Inspection Consultants informing them that there was no final inspection on the pool as well as no fencing with a second by Supervisor Kmetz and all Supervisors voting yes.

Planning Commission - Mr. Natale stated there was nothing to report.

Public Comment - None

Emergency Management Supervisor Hanf stated he had received information on the CARES Act concerning small businesses and the grant program that is available to them. Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated that he could not file the writ of execution on the Wejnert property until July10th. He asked to Board to make a motion to allow Ms. Powderly to write two checks one to Sheriff’s Department and one to Prothonatary’s Office so he could file the writ on July 11 th . With being said, Chairman made the motion with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to adjourn at 7:05 PM with a second by Supervisor Kmetz and all Supervisors voting yes. Next scheduled meeting is August 3, 2020 at 6:30 PM.
