PALMYRA TOWNSHIP – WAYNE COUNTY May 4, 2020

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen Supervisor Kmetz and Supervisor Hanf were present. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Chairman Steffen and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hanf and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen stated Resolution 2020-02 is amending property taxes due to the Corona Virus pandemic. It will extend the grace period for discount through August 31, 2020 and the township waives any fees or penalties through December 31, 2020, if taxes are paid by the December 31st date. With that being said Chairman Steffen made a motion to adopt Resolution 2020-02 with a second by Supervisor Hanf and Supervisors voting yes.

Police Report is on file.

Fire Report is on file.

Ambulance Report - Chairman Steffen stated that there is shortage of ambulance coverage throughout Wayne County and there are discussions about a regional ambulance and at this time nothing has been decided. He went on to say that the Hawley Ambulance Corps is ready to resume their coverage area within Palmyra Township. He inquired of Mr. Phy if all credentials were in order for the Corps to take back their coverage area. Mr. Phy stated that they were and that the Corps was already in service with Wayne County as mutual aid . Chairman Steffen stated the Corps coverage could go as far as the Linter Quarry on Route 6 and could also include Laabs and Long Ridge Road and carry out to include Mushpaw Road. Mr. Phy explained that if the Hawley Ambulance could not take the call it would go to the White Mills Ambulance. Mr. Phy stated that Wayne County 911 would need to be notified in writing of the changes made in the coverage area. When asked how he felt about joining the regional ambulance Mr. Phy stated that would depend on how far it went. Chairman Steffen informed Mr. Phy a written report would need to be provided to the township on a monthly basis. Chairman Steffen made a motion to modify our Basic Life Support to include Hawley Ambulance Corp and the yet to be determined coverage area with a second by Supervisor Hanf and all Supervisors voting yes.

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz stated that 2007 truck would need to be repaired at cost of $2,500.00 to $3,000.00 from Northeast. Supervisor Kmetz went on to say that he had gotten a quote for a 22 Kw generator with switch kit from Tom Mazzga and Highhouse Oil to install the pipe needed for a total cost $8,736.90.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

Public Comment - Peter Becker inquired over Facebook Live how far up Columbus Avenue would Hawley Ambulance cover? He was informed that it would go to the end of Columbus Avenue.

Zoning Report was given by Mr. Natale and is on file.

Planning Commission Mr. Natale stated there was nothing to report.

Emergency Management - There was nothing to report.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated he had nothing to report.

Supervisor Hanf made a motion to adjourn at 6:55 PM with a second by Supervisor Kmetz and all Supervisors voting yes. Next scheduled meeting is June 1 , 20 20 at 6:30 PM.
