PALMYRA TOWNSHIP – WAYNE COUNTY December 6, 2021

Chairman Steffen called the regular township meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Kmetz and Supervisor Hanf were present. Supervisor Hanf made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall.  Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hanf and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Supervisor Kmetz made a motion to accept Resolution 2021-06 (Budget for 2022) with a second by Supervisor Hanf and all Supervisors voting yes.

Chairman Steffen made a motion to allow Paul Natale to purchase the equipment needed to digitize the township records at an approximate cost of $1,200.00 with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to adopt Resolution 2021-05 (Tax Levy) with a second by Supervisor Kmetz and all Supervisors voting yes. Chairman Steffen made a motion to accept the bid proposal from Bradly Murray to do the 2021 audit for the township with a second by Supervisor Hanf and all Supervisors voting yes.

Police Report is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report was given by Jeff Phy and is on file. Chairman Steffen stated that at the November 24th meeting of the ambulance committee that they will be electing a new board next year and that there was no changes to the final draft of the agreement. He went on to say that there was much discussion on Request for Qualification which allows ALS providers to tell the group how they best can serve the community.

Road Report was given by Road Master Kmetz and is on file.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The Department of Environmental Protection notified the township that Wayco had applied for an NPDES permit as well as Middle Creek Quarry had received the required “as built” certification for their Sediment Basin No. 2. The township received the Hawley Area Authority minutes.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that the property on Halliday Drive owned by Jim Dreyer had not been cleaned up and he requested that he be allowed to fine Mr. Dreyer $100.00 a day for 30 days as well as the court cost and the cost of the cleanup. Solicitor Treat agreed with what was proposed and the Board told Mr. Natale to proceed.

Mr. Sader representing Harmony in the Woods stated that he had spoken with the GIS Department requesting that Center Avenue be renamed Imagination Way and that the department had no problem with that if the township Supervisors approved of the change. With that being said, Chairman Steffen made a motion to approve the name change from Center Avenue to Imagination Way with a second by Supervisor Hanf and all Supervisors voting yes.

Conditional Use ECA Solar - Chairman Steffen stated that there were questions asked at the December 6th meeting and that ECA Solar had addressed these questions such as moving the property line back away from the Harmony in the Woods line, place a buffer of evergreen trees as additional screening on Harmony in the Woods line and if the property was decommissioned who would pay and be responsible for cleanup.

After a lengthy discussion, there were six (6) conditions that were issued. Chairman Steffen made a motion to grant the Conditional Use to ECA Solar with 6 conditions with a second by Supervisor Hanf and all Supervisors voting yes. The conditions are on file in the township office.

Planning Commission Mr. Natale stated that there was nothing to report.

Emergency Management Supervisor Hanf stated there was nothing to report.

Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that he had nothing new to report.

Supervisor Kmetz made a motion to adjourn at 7:30PM with a second by Supervisor Hanf and all Supervisors voting yes. The next scheduled meeting is January 3, 2022 at 6:30 PM Reorganizational Meeting followed by the regular monthly meeting.
