PALMYRA TOWNSHIP – WAYNE COUNTY October 4, 2021

Vice Chairman Hanf called the regular township meeting to order at 6:30 PM. Roll call of the Supervisors showed that Vice Chairman Hanf and Supervisor Kmetz were present. Chairman Steffen was absent. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Vice Chairman Hanf and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall. Vice Chairman Hanf made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Vice Chairman Hanf made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Paquette and is on file.

Fire Report was given by Eugene Krause and is on file.

Ambulance Report was given by Jeff Phy and is on file. He stated on October 5, 2021, Lake Region Ambulance will be designated as Advanced Life Support. Although Chairman Steffen was not present for the meeting, he sent a report of the September 29th meeting for the formation of a regional ambulance service.
The meeting focused on any outstanding issues with the municipal agreement and it was advised that the municipal agreement be adopted by the respected municipalities. Attorneys for the 3 municipalities will meet and discuss details that will become part of the by-laws and once the agreement is in place the committee will come up with an official name for the group.
Other topics of discussions included whether or not a bid process for professional services is the best way to proceed or would it be best to do an RFQ, which is a Request for Qualification allowing any possible ALS providers to tell the group how they can best serve the community.
There was some discussion related to licensure and what the pros and cons of licensing for a specific jurisdiction entailed. Supervisor Kmetz made a motion to adopt the Intergovernmental Cooperation Agreement between Paupack Township, Hawley Borough and Palmyra Township-Wayne County with a second by Vice Chairman Hanf and all Supervisors voting yes.

Road Report was given by Road Master Kmetz and is on file. Supervisor Kmetz stated Wayco had not quite finished with the paving project that they were awarded. Two roads still need to have edges tarred. With that being said, Supervisor Kmetz made a motion that the township will not pay Wayco for the project until the edges of the roads are tarred with a second by Vice Chairman Hanf and all Supervisors voting yes.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. Penn Dot notified the township that we will be receiving approximately $60,957.74 from the liquid fuels fund and $3,520.00 from the turn back program. Wayne County Department of Planning notified the township of the corrections that needed to be made to the John and Susan Morgan lot consolidation.

Zoning Report was given by Mr. Natale and is on file.

Solicitor Treat informed the Board that all corrections requested by the Department of Planning for John and Susan Morgan lot consolidation had been made. With that being said, Supervisor Kmetz made a motion to approve the John and Susan Morgan lot consolidation with a second by Vice Chairman Hanf and all Supervisors voting yes.

Planning Commission Mr. Natale stated that ECA Solar had applied for a Conditional Use application to install a solar farm.

Vice Chairman Hanf made a motion to appoint John Morgan to the Planning Commission with a second by Supervisor Kmetz and all Supervisors voting yes.

Emergency Management Supervisor Hanf stated there was nothing to report.

Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that he nothing new to report.

Public Comment Mr. Morgan asked about the fact that there was no sign for Ridge Avenue. He was informed that it was a state road. Supervisor Kmetz made a motion to notify Penn Dot that there was no sign for Ridge Avenue with a second by Vice Chairman Hanf and all Supervisors voting yes.

Vice Chairman Hanf made a motion to adjourn at 6:55PM with a second by Supervisor Kmetz and all Supervisors voting yes.

The next scheduled meeting is November 1, 2021 at 6:30 PM with a Conditional Use Hearing being held at 6:00 PM.
