PALMYRA TOWNSHIP – WAYNE COUNTY April 4 , 2022

Chairman Steffen called the regular meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hanf and Supervisor Kmetz were all present. Supervisor Hanf made a motion to accept the pre vious month’s minutes with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall. Chairman Steffen stated that the bill list was high in the general account for the month as the new plow had been paid for that was approved prior. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hanf and all Supervisors voting yes.

Police Report was given by Officer Bertholf and is on file.

Fire Report was given by Scott Mead and is on file. Mr . Mead stated that the fire department had received a new cutter for vehicle entrapment.

Ambulance Report was given by Christin Krauss and is on file. PP and H ambulance services meeting took place. A request for proposal was discussed that would be sent out to various entities . The final agreement has been made on the multi municipal agreement. Corporation can now be formed for the ambulance committee.

Road Report was given by Road Master Kmetz and is on file. Mr. Kmetz stated that he was interested in putting in an escalation clause in road bids going forward with the cost of asphalt going up.
A motion was made by Supervisor Kmetz to have Mr. Treat draft an escalation clause to be added to all road bids going forward, second by Supervisor Hanf and all supervisors voting yes.
Milestone requested that Palmyra Township take over road maintenance/plowing. Supervisor Kmetz stated that we needed to locate the ordinance and road requirements in the transfer of road responsibilities since state road funds will be used to maintain the road. Research will be done to locate ordinance.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

Zoning Report was given by Paul Natale.

Conditional Use Hearing Prior to the meeting a conditional use hearing took place for the Tree Top Getaways glamping experience in White Mills. Board broke for an executive session at 6:40pm. Meeting reconvened at 6:57pm. Mr. Treat and Supervisors stated that there were certain conditions /concerns that would have to be met /agreed upon for Tree Top Getaways to proceed. Some conditions were informally presented to Tree Top Getaways. No final/formal decision has been made.

Report of Digitizing Records was given by Paul Natale.

Emergency Management - Supervisor Hanf stated there was nothing to report.

Solicitor’s Report - Attorney Mr. Jeff Treat stated that he sent a letter to Attorney Henry regarding Middle Creek Quarry about the board’s informal decision. There is still a discrepancy between the two zoning maps. Mr. Treat stated that he has advised Middle Creek Quarry if they would like to expand, they need now to submit all the formal proper paperwork and send them to the Zoning Office.

Public Comment An August request for s peed limit signs to be posted on Rocky View Drive was revisited . The ordinance and studies have been done. As a result of the ordinance and the study provided Rocky View drive can now be properly marked for speed and enforced. Stop sign on Rocky View Drive is placed upon a short pole. Request for this to be placed on the proper size pole to elevate the required height. Supervisor Steffen made a motion to install speed limit signs and install the proper size pole for the stop sign at the bottom of Rocky View Drive second by Supervisor Hanf and all supervisors voting yes.

Chairman Steffen made a motion to adjourn at 7: 10 PM w ith a second by Supervisor Kmetz and all Supervisors voting yes.
