PALMYRA TOWNSHIP – WAYNE COUNTY July 5 , 2022

Chairman Steffen called the regular meeting to order at 6:30 PM. Roll call of the Supervisors showed that all supervisors were present . Chairman Hanf made a motion to accept the previous month’s minutes with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

Bill list was read . Chairman Steffen made a motion to pay bill list #7 with a second from Supervisor Hanf all supervisors voting yes.

Police Report - No one was present, and report is on file.

Fire Report - No one was present, and report will be on file.

Ambulance Report - No one was present, and report is on file. PP and H ambulance services did not meet last month. They are still awaiting the Articles of corporation and hope to be obtained by next month’s meeting.

Road Report was given by Road Master Kmetz and is on file. Road Bids were opened for the Road Project containing Rocky Run Road, Grandview Ave, and Fairmont Ave. Bids were received by Wayco and Leeward. The township reviewed both bids and totals to complete repairs on all 3 road s exceeded what the township was budgeted for, so the only road project to be completed will be Rocky Run Road (Item #3 on the contract) . Bids were done separately so the township could decide what we repaired with the Road Budget . Supervisor Kmetz made a motion to award the bid from Wayco Item #3 Rocky Run Road in the amount of $70,761.94 , with a second by Supervisor Hanf and all supervisors voting yes.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. Hawley Area minutes were received.

Zoning Report was given by Paul Natale.

Harmony In the Woods presented a request to expand their limit of 150 people at the venue to 175 people for a special event on July 10, 2022. This is a onetime approval to cover the event. Concerns of traffic build up were discussed and Harmony in the Woods stated that they would personally be handling traffic to ensure that local town traffic remained fluid. Chairman Steffen made a motion to allow the one-time approval of 175-person capacity for the special event, with a second from Supervisor Kmetz, all supervisors voting yes.

ECA Solar also sent a correspondence letter with updates for the township.

Planning Commission - Subdivision of property KRC 60 LLC. Corrections have been made to the deed. This is an attempt to clean up the property taxes and consolidate. After reviewing the maps Chairman Steffen made a motion to accept the subdivision and lot consolidation, with a second from Supervisor Hanf and all supervisors voting yes.

Planning Commission is looking to replace a current member. They meet on an as needed basis.

Conditional Use Hearing

Report of Digitizing Records was given by Paul Natale.

Emergency Management - Nothing to report

Solicitor’s Report - Attorney Jeff Treat stated that he continues to work on Short Term Rental research. Supervisors would like to send questions/suggestions to Mr. Treat after reading another example of short-term rental agreement Mr. Treat had previously forwarded . Third party enforcer was unavailable for the meeting tonight. Concerns continue to be septic, parking and noise. This topic will be tabled until next meeting.
