PALMYRA TOWNSHIP – WAYNE COUNTY November 7, 2022

Chairman Steffen called the board of supervisors meeting to order at 6:30 PM. Roll call showed all supervisors were present. Chairman Steffen will be excused at 6:50 PM for a family matter.

Supervisor Kmetz made a motion to accept the previous month’s minutes with a second by Supervisor Hanf and all Supervisors voting yes.

Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Chairman Steffen made amotion to accept the treasurers report with a second by Supervisor Kmetz and all Supervisors voting yes.

Bill List number 11 was presented. Chairman Steffen made a motion to pay bill list with a second by Supervisor Hanf and all Supervisors voting yes.

2023 Proposed Budget was presented. Total proposed budget for 2023 is $248,557.00 and is available online and in the building. Chairman Steffen made a motion to advertise the budget so it can be adopted in December during our meeting with a second from Supervisor Hanf and all Supervisors voting yes.

Advertising for a CPA Auditor for the 2022 books was also presented. Chairman Steffen made a motion to advertise for a CPA Auditor for the 2022 books with a second from Supervisor Kmetz and all supervisors voting yes.

Police Report is on file. No one was present at the meeting.

Fire Report is on file. No one was present at the meeting.

Ambulance Report was given by Keith Morrison and is on file. Keith Morrison spoke about the takeover of Commonwealth by Penn Ambulance. Keith stated that the ambulance has had many previous Commonwealth employees reaching out for employment and with the dissolve of Commonwealth they are the only local services offering ALS.
Keith states that the ambulance has been self-sustaining up to this point. They are trying to offer employees more of an incentive to work here in Hawley with offers of insurance and further training. Hawley ambulance will be running an envelope drive to receive donations to help cover the cost of a new QRC which is a new SUV service vehicle and the coverage of medical insurance for employees .
Keith Morrison and the Hawley Ambulance are looking for donations to keep running as the local ambulance provider. PPH Ambulance had a meeting October 26 . Penn Ambulance services and presentation for ambulance services. Checking account has been established. Insurance quotes have been taken to ensure PPH Ambulance as a corporation. PPH Ambulance will also be reaching out to neighboring townships to see if they would like to participate in the new service.

Road Report was given by Road Master Kmetz and is on file. Rocky Run Road paving job has been complete.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines . Wallenpaupack North Intermediate School invited the board to a Veterans Day Program on November 11, 2022, at 6 PM . Wayne County Office of Emergency Management 4 th Quarter training will be held on November 9 th , 2022 at 6:30 PM at 43 Volunteer Drive, Honesdale .

Zoning Report was given by Paul Natale.

Lock 31 and the historical society , both nonprofit, has requested that we waive vender fees for any of the events that they may have. Most venders are local crafters. Supervisor Hanf made a motion to waive all vender permit fees for the venders at Lock 31 with a second by Supervisor Kmetz and all Supervisors voting yes.

UGI was found to be digging up Sutter Court without a permit. We have contacted UGI and we have received all notable paperwork for the future. They are aware that in the future they will need to contact the township and receive permission or a permit before digging up any of our roads. They have been warned in writing that failure to disclose this information in the future will result in further measurers. They will be coming back to hot patch the spot on Sutter Court in Spring of 2023.

Short term Rental Ordinance has come to a final draft. After workshops and meetings with the planning committee and Solicitor Treat we feel we have reached a final draft with sufficient verbiage. Chairman Steffen made a motion to proceed with the process of adoption of this ordinance in 2023 after the reorganization of the board with a second by Supervisors Kmetz and all Supervisors voting yes.

Planning Commission has nothing to report.

Conditional Use Hearing has nothing to report.

Emergency Management will have a meeting on November 8, 2022.

Crime Watch has nothing to report.

Solicitor’s Report from Mr. Treat requested supervisors to make a motion to amend the Zoning map with the proper industrial zoning area through Wayne County. A motion was made by Supervisor Hanf to send the draft of the amended map of the Palmyra Township Wayne County Industrial Zoning map to the county with a second by Supervisor Kmetz and all Supervisors voting yes.
