PALMYRA TOWNSHIP – WAYNE COUNTY April 3 , 2023

Chairman Steffen called the board of supervisors meeting to order at 6:30 PM.

There will be a moment of silence following the Pledge of Allegiance in remembrance of Lou Gruber who died on March 21, 2023, who served for Palmyra Township on the Planning Commission.

Roll call showed Supervisor Hanf was excused and all other supervisors were present .

Last month’s minutes were reviewed and Supervisor Kmetz made a motion to accept the pre vious month’s minutes with a second by Chairman Steffen and all supervisors voting yes.

The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the treasurers report with a second by Supervisor Kmetz and all supervisors voting yes.

Bill List number # 4 was presented . Chairman Steffen made a motion to pay bill list with a second by Supervisor Kmetz and all supervisors voting yes.

Police Report was given by Officer Shanquea Moser and is on file.

Fire Report was given by Scott Mead and is on file .

Ambulance Report was given by Mike Stankiewicz and is on file. PPH is drawing up the contract to be used when a service is settled upon. There will be ALS and BLS services offered. 2 applicants have applied for this contract. Turano Insurance has been enlisted for Liability Insurance. The hope is to have the contract awarded by the end of April.

Road Report was given by Road Master Kmetz and is on file. There is a tree along Spruce Street, and a paper road, that has split and is now hanging on other trees and is destined to fall at any time. Chairman Steffen made a motion to take down the tree at the townships cost with Bobby Myers to keep the road cleared and safe, with a second from Supervisor Kmetz and all supervisors voting yes.

Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines . Wayne County Board of Elections asked permission to use the Palmyra Wayne County Township building as a polling spot for the next voting election on May 16 th . Chairman Steffen made a motion to allow for the building to be used as such, with a second from Supervisor Kmetz and all supervisors voting yes. A letter in response to Joe Kmetz Roadmasters pay was received from the Auditors. They have decided to wait for the 2024 Auditors Meeting to revisit a suggested pay increase for Joe Kmetz.

Zoning Report was given by Paul Natale. Paul also stated that he had received a bid from Valley Glass and Copper Works to install the drop mail slot in the front door. Chairman Steffen made a motion to allow Paul to proceed with contacting Valley Glass and Copper Works to install the drop mail slot in the front door , with a second from Supervisor Kmetz and all supervisors voting yes.

Conditional Use Hearing nothing to report.

The Planning Commission has nothing to report.

Report of Digitizing Records was given by Paul Natale.

Emergency Management has nothing to report .

Crime Watch has nothing to report.

Solicitor’s Report - Short-Term rental ordinance is still being reworded and rewritten to have better verbiage and consider things the township had not thought of before the initial draft.

Public Comment Gene Krauss asked about the status of Supervisor Mike Hanf. He stated that Mike had sold his house in Palmyra Township. Supervisor Kmetz stated that he heard Supervisor Hanf was living with his father here in the town ship . Chairman Steffen said he will investigate this matter.

Gary VanOrden asked if the township had a plan for the number of cars and lack of parking. Supervisor Kmetz stated that extending the parking lot could be in the future but that he would try to manage traffic in the parking lot on voting day.

Chairman Steffen made a motion to adjourn at 6:54 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
