PALMYRA TOWNSHIP – WAYNE COUNTY December 4 , 2023

 

Supervisor Bartleson called the board of supervisors meeting to order at 6:30 PM.

 

Roll call showed Supervisors Kmetz and Supervisor Bartleson were present . Chairman Steffen has been excused for his son ’ s wedding .

 

Last month’s minutes for the previous month were reviewed as written. Supervisor Kmetz noted a typo error in the Zoning Report on page 2, once corrected Supervisor Kmetz made a motion to accept the pre vious month’s minutes , with a second by Supervisor Bartleson and all supervisors voting yes.

 

The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Supervisor Kmetz made a motion to accept the treasurers report with a second by Supervisor Bartleson and all s upervisors voting yes.

 

Budget for 2024 was advertised and presented to the public. A motion was made by Supervisor Bartleson to adopt the 2024 Budget as presented with a second from Supervisor Kmetz, and all Supervisors voting yes. (Chairman Steffen was a yes to the budget adoption via paper.)

 

2024 Resolution 23-2 Expenditures Breakdown of the 2024 Budget funds will be signed after the meeting. 2024 Tax Levy Resolution 23-3, Tax Millage Rates for 2024 will also be signed after the meeting.

There are no changes to the taxes and all millages will remain the same for the 2024 year. General, .4999 of a mill. Streetlights , .25 cents per improved .09 cents unimproved frontage of assessed real estate within 300 feet of streetlights . Hydrant, .0302 of a mill. Fire, .0625 of a mill. Ambulance, .3124 of a mill.

 

Brad Murray applied for the CPA Audit of 2023 with a fee of $3,600.00 . He was the only applicant. Supervisor Bartleson made a motion to accept Brad as our CPA for the 2023 Audit, with a second by Supervisor Kmetz and all supervisors voting yes.

 

Bill List number # 12 was presented . Supervisor Kmetz made a motion to pay bill list #12 with a second by Supervisor Bartleson and all supervisors voting yes.

 

Police Report was given by Officer Bertholf and is on file.

 

Fire Report was given by Scott Mead and is on file.

 

Ambulance Report was not received prior to the meeting. November meeting of PPH w as not held due to numerous conflicts.

 

Road Report was given by Road Master Kmetz and is on file. Discussion as to the need of a standard size truck for the township roadcrew has been brought to BOS. We feel there is a need for a “runner” truck to not only carry some materials/tools more easily but will be better suited to be used on some of our narrower roads. This truck could also be used to plow. Supervisor Kmetz and Supervisor Bartleson think the $10,000 is too low and should be raised to $15,000 to get a truck in better condition. Supervisor Kmetz made a motion to start to look for a truck not to exceed the amount of $15,000, with a second from Supervisor Bartleson and all Supervisors voting yes.

 

We are still waiting for Highhouse to come to the township. We have rerouted the gas line through the building instead of digging new trenches and removing the old line. This will be much more cost effective . Highhouse states they need to move the tank 2 feet.

 

Public Comment none currently.

 

Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines . Notice of payment from the PA State Police for fines and penalties that was deposited on December 1, 2023 , in the amount of $449.96. A request for a zoom meeting with the board from TexMyGov has been received, to showcase the latest in township emergency notifications. This is a mass text notification company.

 

Reorganization Meetings for 2024 are as follows:

The Board of Supervisors Reorganization Meeting will be Tuesday, January 2, 2024, at 6:30 pm.

Auditors Reorganization Meeting will be Wednesday, January 3, 2024, at 6:30pm.

Zoning Hearing Board Reorganization Meeting will be Thursday, January 4, 2024, at 6:30pm.

The Planning Commission Reorganization Meeting will be Thursday, January 4, 2024, at 7:00pm.

 

Zoning Report was given by Paul Natale for the month. Wallenpaupack Brewery has installed a Push Bar on the door that was deemed a public safety issue .

 

The Planning Commission has a meeting Tuesday December 12, 2023, at 6:30pm to discuss Mike Kuzmiac’s Jr. plans for the property at 15 Gravity Road. Mr. Kuzmiac Jr. would like to use this property to be used for commercial use.

Emergency Management has nothing to report .

 

The Solicitor’s Report Shayla stated that a complaint letter had been received concerning a Railroad property in White Mills. Mr. Treat stated that the letter states the property has been burning railroad ties, noise, lighting, clay bird shooting, whistle blowing, gatherings etc. Mr. Treat suggested we write a letter to the Stourbridge Lion to ask them if they are aware that this property is being used for these purposes. He also said a letter to DEP about the suspicion of railroad burning would be beneficial. Supervisor Kmetz made a motion to allow Mr. Treat to draft a letter to DEP , and for Shayla to send a letter to Stourbridge Lion , with a second from Supervisor Bartleson, and all supervisors voting yes. Shayla will draft the letter to Stourbridge Lion and send a copy to Mr. Treat.

The last revised copy of the Short-Term Rental Ordinance has been sent to all the supervisors. The hearing for public comment will be held on February 5, 2023, at 6:30 pm. Supervisor Kmetz made a motion to place the ads concerning short term rentals, with a second from Supervisor Bartleson and all supervisors voting yes.
