PALMYRA TOWNSHIP – WAYNE COUNTY May 1st, 2023

Chairman Steffen called the board of supervisors meeting to order at 6:30 PM.

Roll call showed all supervisors were present.

Last month’s minutes were reviewed and, with a correction to be made concerning Mr. Gary Van Orden’s parking reference to be changed to the parking lot and not the reference to the road area during voting.  Supervisor Kmetz made a motion to accept the previous month’s minutes with a second by Chairman Steffen and all supervisors voting yes.

The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall.  Chairman Steffen made a motion to accept the treasurers report with a second by Supervisor Kmetz and all supervisors voting yes.

Shayla is now officially bonded with the township.  A motion was made by Chairman Steffen to allow Shayla Gouger to be added to all signature accounts through the Dime Bank in Hawley, with a second from Supervisor Hanf, and all supervisors voting yes.

Bill List number #5 was presented.  Chairman Steffen made a motion to pay bill list with a second by Supervisor Hanf and all supervisors voting yes.

Police Report was given by Officer Arron Bertholf and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report no one was present. PPH meeting did not happen in the month of April. They will reconvene on May 3, 2023.

Road Report was given by Road Master Kmetz and is on file. Bids for Grandview and Fairmont have been put together and will be going out this month for the board to review in June.

Supervisor Hanf responded to questions about his status with township. He advised that he is currently living between Hawley and Clark Summit with his address still being here in the township. He did advise that traveling is getting more difficult and eventually he will be resigning but at this time he has not submitted any letters but says it will be something that has to happen in the future.

Public Comment - Mark Posden asked if he could continue work on the ditch at 15 Sutter Court, that he had started last year and had discussed with the board prior. Roadmaster Kmetz stated that it looked good and asked Mr. Posden to keep the ditch inward toward the bottom and not to make the modified rock too high along the road. Mr. Mark Posden agreed.

Correspondence - The Township received its normal newsletters, pamphlets, brochures, and magazines. Aqua has sent a notification that they plan to apply to DEP for a long-term bulk water hauling from Hawley Water System to Fawn Lake Water System. PPL sent a letter to notify line installation of 15 miles from Honesdale top point to Kimble’s substation.

Cares Money has officially been released and the project has been closed. This money is now considered general money according to the state and can be used for any projects or improvements the township sees fit.

Zoning Report was given by Paul Natale for the month. Paul asked Kiley to reference the latitude and longitude lines added to the new map for the area in question. There wasn’t enough room for it to be done so they will be referencing the 2002 map which had these markings but was not official.

The Planning Commission has nothing to report.

Report of Digitizing Records was given by Paul Natale.

Emergency Management has nothing to report.

Solicitor’s Report - Short-Term rental ordinance is still being reworded and rewritten to have better verbiage and consider things the township had not thought of before the initial draft. Such as RV’s and whether the township should or should not allow them. Also, if infants should be considered in the head count for people allowed to stay in a bedroom.

Final Call for Public Comment and no comments were made.

Chairman Steffen made a motion to adjourn at 6:50 PM with a second by Supervisor Kmetz and all Supervisors voting yes.

Next scheduled meeting is Monday June 5, 2023, at 6:30 PM.
