PALMYRA TOWNSHIP – WAYNE COUNTY July 7, 2025
Supervisor Bartleson called the board of supervisor’s meeting to order at 6:30 PM. Roll calls showed Supervisors Bartleson and Kmetz were present. Chairman Steffen was excused.
Last month’s minutes were reviewed as written. Supervisor Bartleson made a motion to accept the previous month’s minutes, with a second by Supervisor Kmetz and all supervisors voting yes.
The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Supervisor Bartleson made a motion to accept the treasurers report with a second by Supervisor Kmetz and all supervisors voting yes.
Bill List number #7 was presented. Supervisor Bartleson made a motion to pay the bill list, with a second by Supervisor Kmetz and all supervisors voting yes.
Police Report was given and is on file.
Fire Report was given by Scott Mead and is on file.
PPH Ambulance Report has nothing to report currently.
Road Report was given by Roadmaster Kmetz and is on file. Supervisor Kmetz was able to locate metal plates to cover the road work we will be doing on Beechnut and Sutter Court to allow traffic to flow through. The pedestrian crosswalk sign at IGA has been knocked over and destroyed. Shayla has contacted Hawley Boro Police, and they are aware of the situation. Hawley Boro Police advised Shayla that the damage will be paid for by the individual who hit it. Kuharchik has been notified and has removed the debris and are working on an estimate for a replacement. We are currently waiting for a proposal.
Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines.
Correction to the Surface Mining Project Application for Middle Creek Quarry from PA Department of Environmental Protection. PA DEP Air Quality Operating Permit Renewals for both Atkinson Material Crushing Plants and Leeward Asphalt have been received. We have received a copy of the letter sent to neighboring municipalities concerning the PPH Ambulance asking for financial assistance in providing services to our area.
Planning Commission has nothing to report.
Public Comment Ned Sader is here on behalf of Middle Creek Quarry Leeward Construction asking for approval for the quarry to operate after hours tentatively the weeks of 7/21/2025 and 8/18/2025 in working with the Avoca Airport Construction. Supervisors Bartleson and Kmetz agree that this is acceptable. They ask for back up warning alarms on the trucks to be shut off during this time. Shayla will post to Facebook to advise the public about the late operating hours.
Zoning Report Paul gave his monthly report. Paul and JHA have been working on the rezoning of the section located behind the Dime Bank on Wellwood Ave. JHA has pointed out that there are 4 residential parcels that will be left residential in what we are trying to make commercial/industrial zones. Paul shows the Board the map on the projector and points out these parcels. These parcels are not particularly prime for house construction and JHA has recommended making these commercial zoned as well. After looking at the parcels, map and current owners, Paul and JHA feel this is the best option. Paul has spoken to Chairman Steffen who also feels this is the best option. Supervisor Bartleson makes a motion to push the Commercial Zone over the 4 small parcels that are currently rural residential with a Second from Supervisor Kmetz and all supervisors voting yes. JHA also advised Paul that our Airport Overlay is currently up to date.
