PALMYRA TOWNSHIP – WAYNE COUNTY June 2, 2025

 

Chairman Steffen called the board of supervisor’s meeting to order at 6:30 PM. Roll calls showed all Supervisors were present.

 

Last month’s minutes were reviewed as written. Supervisor Kmetz made a motion to accept the previous month’s minutes, with a second by Supervisor Bartleson and all supervisors voting yes.

 

The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the treasurers report with a second by Supervisor Bartleson and all supervisors voting yes.

 

Bill List number #6 was presented. Chairman Steffen made a motion to pay the bill list, with a second by Supervisor Kmetz and all supervisors voting yes.

 

Police Report was given and is on file.

 

Fire Report will be placed on file once received. No one was present.

 

PPH Ambulance Report has nothing to report currently.

 

Road Report was given by Roadmaster Kmetz and is on file. Supervisor Kmetz states there are two pipe fixes that need to be addressed this summer. One is on Beechnut and the second on the entrance of Sutter Court. Joe is currently looking for a metal road plate to place over the construction area to allow traffic to continue to flow seamlessly while the repairs take place.

Township Supervisors met with PennDot and Paupack Township to discuss the light at the intersection of 590 and Owego. As of now the design is still in the preliminary stages with a lot of details to still be hashed out. There will be a public meeting in the future to discuss the light. There is discussion of some expansion to the opening of Owego to better accommodate the light. This project is said to go out to bid in January 2027.

 

Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines. State Police Fines are to be deposited in the amount of $352.86 as of June 2, 2025. Planning Commission has nothing to report.

 

Public Comment Gary reminds Supervisor Kmetz to make sure the tractor will lift the weight of the metal road plate.

 

Zoning Report Paul gave his monthly report. Still no paperwork from Aqua on the sites they have dug on Sutter Court.

Solar Ordinance has been updated with Mr. Treats’ suggestions. Paul will pass this along to the supervisors for review.

Jeff Treat also wanted to bring up Airport Overlays as part of the township is in the designated area for Cherry Ridge Airport. As we are updating our Zoning Ordinance, Mr. Treat suggests that we also take into consideration amending or adding this Airport Overlay to protect against any obstruction to the airport. Both Paupack and Palmyra Township are impacted by this overlay.

Paul also states that in addition to the Airport Overlay, we have a section on Wind Farms but have no designated area for construction. We need to allow wind farms in certain zones/districts so we cannot allow them in other zones. Industrial and Commercial Zones would be the best area for these wind farms.

Jeff suggests a planning consultant to help with the Airport Overlay and/or working with Cherry Ridge and Paupack Township together. Paul suggests we keep Solar Farms as a Conditional Use, which is agreed upon. JHA will be looped in on the changes and requests to work on the language for the new adjustments.
