PALMYRA TOWNSHIP – WAYNE COUNTY October 6, 2025
Chairman Steffen called the board of supervisor’s meeting to order at 6:30 PM. Roll calls showed all Supervisors were present.
Last month’s minutes were reviewed as written. Supervisor Kmetz made a motion to accept the previous month’s minutes, with a second by Supervisor Bartleson and all supervisors voting yes.
The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the treasurers report with a second by Supervisor Bartleson and all supervisors voting yes.
Bill List number #10 was presented. Chairman Steffen made a motion to pay the bill list, with a second by Supervisor Kmetz and all supervisors voting yes.
Police Report was given and is on file.
Fire Report will be placed on file.
No one was present. PPH Ambulance Report will be meeting on November 19th to discuss the letters sent out to other townships and the responses they have received from those townships.
Road Report was given by Roadmaster Kmetz and is on file. Roadmaster Kmetz states that he will be helping Milestone Community replace the pipe here at the bottom of Milestone entry way and Oak Street. Scott Mead also borrowed our tractor to mow parts of Hawley.
Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines. Wayne County Election Office has asked for permission to use our building as a polling spot on November 4th. DEP has sent letters of approval of applications for Air Quality Program Operations Permit up at the Atkinsons and Leeward Quarries. The township has received a check from Ben Weitsman Metal Dumpster. This check is in the amount of $293.57. The shower in the Township Building was set up for emergency management situations. Upon setting up the shower we realized there was no hot water to the shower and there was a leak in the garage downstairs where the drain is. We have had this replaced and fixed by Reed and Sons and will be receiving a bill in the future. Chairman Steffen asks by motion for the supervisors to support a Letter to be sent to DEP in support of Mike Kuzmiak and the hook up of his daycare on Gravity Road to the Hawley Area Authority. This motion is seconded by Supervisor Bartleson and all supervisors voting yes. This letter will be sent via email to Todd Stires at DEP, Olsommer, Baker, Frtitz, Hoffman, HAA and Hawley Borough, in addition the pictures of the map will also be sent as reference. Planning Commission has nothing to report. Public Comment A constituent has asked if there is any progress on the Nuisance Ordinance. BOS states that this is still work in progress.
Zoning Report 4 of the 5 Short Term Rentals have removed themselves from Air BNB websites as of last month. As of this morning 2 of them are back up on the website. Paul states he is having a hard time locating the actual address of one said host and has contacted Preferred Management in reference to getting the other Air BNB either to remove their property from the sites or simply fill out the application. Paul recommends we dump Preferred Management when the new year rolls around as they have not provided any real service in 2 years. Paul will start to check monthly on these websites to see if any of the rentals have been put back up. The Nuisance Ordinance has been placed as a free-standing ordinance as Paul could not wrap it into the Trash/Junk Ordinance. He advises the BOS not to sign an ordinance of this type as it is almost impossible to enforce.

Emergency Management has nothing to report.
The Solicitor’s Report
Final Call for Public Comment Supervisor Kmetz suggests areas of donations for the Weitsman Metal Dumpster Money. Supervisor Kmetz makes a motion to give half of these funds to C. Alley Cats and the other half to Queen of Peace Food Pantry in Hawley with a second from Supervisor Bartleson, with all supervisors voting yes. Mike Kuzmiak asks if there could be a letter sent out to the quarries asking them to water down the roads and lots. Mike states the cars are being covered in dust in hours at his shop and his customers are not happy. With a motion from Chairman Steffen, a letter/email will be sent out to the quarries asking them to keep the lots watered and dust to a minimum, with a second from Supervisor Kmetz and all supervisors voting yes.
Next scheduled meeting is Monday November 3, 2025, at 6:30 PM.
