PALMYRA TOWNSHIP – WAYNE COUNTY APRIL 4, 2016
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.
Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall.
Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.
Chairman Steffen noted that the audit for the township had been done and is on file.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.
Police Report is on file.
Fire Report was given by Scott Mead and is on file.
Ambulance Report - None
Building Expansion Project Chairman Steffen explained that he spoke and met with Kiley Associates in regards to expanding the township building. In doing so, Northeast Construction Building and Utility Services, an arm of Kiley Associates has submitted a proposal to prepare a Feasibility and Planning study. This will include a review of adding a 12 foot addition on the right side of the building first floor (front to rear) and 12 foot addition in the rear lower level to expand the lower level basement garage. They will prepare preliminary design schematics for the addition for review by the Township to review the feasibility of the project.
In addition, NECON will provide the following: Prepare a concept plan of the proposed building renovations and addition incorporating any code issues that may exist into the concept plan; Provide (1) set of preliminary drawings for the Township to review; a preliminary floor plan; and preliminary exterior elevations (front, rear, and right). Cost of preparing the plans and studies is $1,150.00 with a retainer fee of $500.00. NECON will start work immediately after receiving the retainer fee and signed copy of the proposal. Supervisor Hamby made a motion to accept the proposal with a second by Supervisor Kmetz and all Supervisors voting yes.
Road Report was given by Road Master Kmetz and is on file. He stated he will be meeting with PennDot officials later this month to start the preliminary work the needs to be done on Beechnut Drive. He also remarked that hopefully the township will be able to put the job out for bid by the May meeting.
Public Comment None Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
Zoning Report was given by Mr. Mynarski and is on file.
Planning Commission - Mr. Mynarski stated there was nothing to report.
Emergency Management Report Supervisor Hamby stated there was nothing to report.
Crime Watch Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report Mr. Treat stated he prepared an agreement for repayment in regards to the Lisa Osborne matter and stated he will fill in a couple of things and have it sent to the Township to be forwarded to the District Magistrate. In regards to the Municipal Derivatives class action law suit he stated that the Township had not purchased any so nothing needed to be done.
Mr. Treat stated he had a received a call from Mr. Shariest regarding a paper street located near his property. Mr. Shariest stated that everyone he has spoken to said it is public right of way. Mr. Treat stated that after research the Township did not accept the street and does not receive liquid fuel money for it. After a lengthy discussion, he was informed that it was a civil matter and that he should contact an attorney.

Public Comment - Mr. Frisbie stated he had concerns about the Trail Connection Pathway that would be going through people’s property. He informed the Board that he has a signed petition from all involved residents that they do not want this to happen. Chairman Steffen told him to come to the May 2nd meeting, as the Board would be better informed at that time. He went on to say that the Township had not received anything about the proposed project.
Supervisor Kmetz made a motion to adjourn at 7:00 PM with a second by Supervisor Hamby and all Supervisors voting yes.
