PALMYRA TOWNSHIP – WAYNE COUNTY APRIL 3, 2017

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall.

Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall.

Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file.

Public Comment - A resident that lives on the top Spruce Street stated that she really appreciated the job the township had done keeping the roads open during Snowstorm Stella. She went to say that she was concerned because at times the road was only usable for one vehicle at a time. Road Master stated he knew he was aware that some roads were to narrow and that the next time they would try to do better. 

Chairman Steffen stated he was asked about the possibility of using the township building by civic groups, etc. and he asked Solicitor Treat what might be the ramifications of allowing that. Solicitor Treat stated that very few townships allow it because of liability insurance reasons. Chairman Steffen said he would put the idea on the idea on the back burner. 

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

Pocono Oil and Heat Company notified the township that they maintain 3 above ground storage tanks which they are required by law to notify downstream users.

DEP notified the township that Wayco, Inc. Asphalt Plant had submitted an application for renewal of their license.

Building Expansion Project - Chairman Steffen stated that the township was awarded a $100,000.00 grant against a proposed budget of approximately $266,000.00. He went on the say that the township would reassess the project and see if part of the project could be done.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that Lisa Marie Osborne had paid half of her March payment and that she had lost her job. Solicitor Treat suggested that a lien be put on her home. By doing this it will preserve the judgement the township has against her.

Supervisor Kmetz made a motion to record the judgement which will act as a lien on her property with a second by Supervisor Hamby and all Supervisors voting yes.

Planning Commission Mr. Natale stated there was nothing to report.

Emergency Management - Supervisor Hamby stated that on March 15th the township had declared an Emergency Disaster Declaration because of the blizzard. The declaration ran through until March 19th. This was done in case expenses or damages that were incurred were excessive and a Federal Declaration of Disaster was declared the township then would be eligible for reimbursement. He went on to say that although the storm was a long one, the township did not incur any damages or cost so it was decided not to file.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated he contacted Liberty Mutual the insurance company that Debra Bigart has and the company told him that a claim was filed and that a check would be sent. Mr. Treat stated that once he received the check he would see that the township Treasurer received it.

Public Comment - Supervisor Kmetz asked the Solicitor if he knew the name of any township’s that maybe selling trucks. Solicitor Treat stated to get in touch Roger Swingle in Salem Township who would be able to help the township out.

With no further business, Supervisor Hamby made a motion to adjourn at 6:49 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
