PALMYRA TOWNSHIP – WAYNE COUNTY APRIL 2, 2018
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.
Supervisor Kmetz made a motion to accept February and March 2018 minutes as written with a second by Supervisor Hamby for the February minutes and a second by Chairman Steffen for March and all Supervisors voting yes.
Treasurer’s Report is on file as well as posted on the back wall.
Chairman Steffen made a motion to accept the Treasurer’s Reports for February and March with a second by Supervisor Hamby and all Supervisors voting yes.
The bills are on file as well as posted on the back wall.
Chairman Steffen made a motion to pay the bills for February and March with a second by Supervisor Kmetz and all Supervisors voting yes.
Police Report was given by Officer Paquette and is on file.
Fire Report was given by Eugene Krause and is on file.
Ambulance Report - None.
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz stated that the township will do paving on Palm Avenue and a section of Spruce Street as well as having Jim Gifford do the paving on Oak Street.
Historical Society Update - Sally Talaga from the Wayne County Historical Society gave the Board an update on the activity at the Lock House. She stated that the exterior restoration of the lock house is mostly complete and that last month she had submitted a grant application to the Pennsylvania Historic and Museum Commission, which if funded, would allow its interior restoration to begin next year. The Society is also working on the canal boat pavilion project which would provide shelter from inclement weather, lockable storage areas, lighting to extend use of the park and ADA access beyond what the park has now. Ms. Talaga went on to say they have been able to raise $75,000.00 toward the canal boat project but an additional $25,000.00 is needed to complete the project and that she is currently applying for a PA DCNR grant and is requesting a letter of support from the township to help secure the grant.
Supervisor Kmetz made a motion to write a letter of support for the project with a second by Supervisor Hamby and all Supervisors voting yes.
Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
The township received notification from PennDot that the turn back fee of $3,520.00 and the liquid fuel tax in the amount of $66,942.47 will be direct deposited on March 1st.
The Wayne County Correctional Facility informed the township that they are extending the volunteer services of their work detail inmates.
Public Comment - Mr. Krause informed the Board that PennDot would be repaving the bridge at the Route 6 and Route 590 intersection and asked if any traffic light was going to be done. He stated if there was going to be anything done with the traffic lights that it would be nice to have traffic pre-emption installed at that light. With traffic pre-emption it allows the fire department to turn the light green in the direction that is needed.
Chairman Steffen stated that the office would call Kuharchik to find out the cost.
Building Expansion Report - Chairman Steffen stated that bids were opened and the only company sending in a proposal for the project was Grimm Construction and after the workshop on March 22nd along with review of the bid the call was made on March 23rd awarding Grimm Construction the contract. He went on to say, that Grimm Construction has 180 days to finish the project.
Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that the census data for LUCA has been completed.
Planning Commission - Mr. Natale stated there was nothing to report.

Emergency Management - Supervisor Hamby stated there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - He stated he nothing to report.

Supervisor Hamby made a motion to adjourn at 7:03 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
