PALMYRA TOWNSHIP – WAYNE COUNTY AUGUST 1, 2016
Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.
Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz. Supervisor Hamby and Supervisor Kmetz voting yes to accept the minutes with Chairman Steffen abstaining since he was not present for the meeting.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.
The bill list was read and is on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills as well as including a $250.00 donation for National Night Out to the general account bringing that total to $4,761.96 with second by Supervisor Kmetz and all Supervisors voting yes.
Police Report was given by Officer Bertholf and is on file.
Fire Report was given by Eugene Krause and is on file.
Ambulance Report - None
Building Expansion Project Chairman Steffen stated that the township had received the preliminary designs for the expansion with the cost coming in roughly at $187,068.46. The plans are on file.
The next phase of the project would be to look into the acquisition of a grant and that would come through Community Planning and Management (Carson Helfrich). Mr. Helfrich has submitted a proposal for approximately $2,125.00 to $2,975.00. Chairman Steffen made a motion to accept Mr. Helfrich’s proposal with a second by Supervisor Hamby and all Supervisors voting yes.
Road Name Change Chairman Steffen explained that the township had received correspondence from the Wayne County GIS Department stating that the Miller residence had been misaddressed. As stated in the previous month’s minutes, the township has received a letter from the Millers stating that they were in agreement with the change from Bowling Center Lane to Dancer Lane. Ms. Romeo was present in the audience and presented her letter of approval for the name change. With that being said Chairman Steffen made a motion to send a letter to the Wayne County GIS Department that the township was in agreement with changing Bowling Center Lane to Dancer Lane with a second Supervisor Hamby and all Supervisors voting yes. Let it be noted that this is a private driveway off of Bowling Center Lane which had addresses for Ms. Romeo and the Millers of Bowling Center Lane. Since this is a private driveway, it will be responsibility of the owner to buy and put up the street sign.
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz explained that he met with Hawley Borough officials and the Wayne County Conservation District on July 21st regarding the condition of Spruce Street. The Wayne County Conservation District showed Mr. Kmetz where parts could be cut back and diverted to reduce water runoff. Road Master Kmetz said he would be able to do some of what was requested.
In regards to the repair of Spruce Street, Chairman Steffen stated that the township was going to pursue looking into the repairs that need to be done as it is a hazard for Palmyra Township residence who have to use the road as well as the damage it does to the township’s plow. Road Master Kmetz will get price quotes from Wayco and Jim Gifford and the township will talk to Hawley Borough officials about compensation.
Correspondence The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.
The township received a letter from DEP stating they have received applications from Wayco, Inc. and E.R. Linde for portable non-metallic mineral processing plants as well as DEP’s approval to operate the plants.
The township received the Hawley Area Authority minutes.
Received notification from the Miller residence stating that they agree with Ms. Romeo to change her address from Bowling Center Lane to Dancer Lane.
Deborah Bates, Register & Recorder for Wayne County notified the township that the State Tax Equalization Board set the real estate valuation factor for July 2016 through June 2017 to 1.10%.
Zoning Report was given by Mr. Mynarski and is file. Mr. Mynarski stated that along with the chickens and other fowl there are now pigs running loose on DeGroat Road. He also stated that there are now people leaving in a tent as well as an RV. Mr. Mynarski explained he will investigate the matter regarding the animals as well as who is leaving where and in what.
Planning Commission Mr. Mynarski stated there was nothing to report.
Public Comment - None
Emergency Management Vice Chairman Hamby stated there was nothing to report.
Crime Watch Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report Mr. Treat stated that he nothing to report.
Public Comment - Mr. Dougherty stated that his neighbors on Marble Hill are burning raw garbage. He was informed that Supervisor Kmetz and Mr. Mynarski will investigate the matter. Supervisor Kmetz stated that he had a complaint about a camper trailer set up on Ridge Avenue and that he and Mr. Mynarski will also look into it.
Mr. Krause informed the Board that the township sign on Long Ridge Road had Palmyra spelled wrong. Supervisor Kmetz stated that he would look into the matter.
Next scheduled meeting is Tuesday September 6, 2016, at 6:30 PM.
