PALMYRA TOWNSHIP – WAYNE COUNTY DECEMBER 7, 2015

Chairman Steffen called the meeting to order at 7:00 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.

Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen stated Brian T. Kelly & Associates was the only firm to respond to the Township’s advertisement to do the 2015 Annual Audit. Chairman Steffen made a motion to accept his proposal in the amount not to exceed $3,300.00 with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to adopt Resolution 15-03 (Revenues and Expenditures for 2016) with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to adopt Resolution 15-04 (Tax Levy) with a second by Supervisor Hamby and all Supervisors voting yes. He stated that there were no increases in taxes for 2016.

Chairman Steffen stated that the township will be updating the Comprehensive Plan along with Hawley Borough and Paupack Township. Each township will be committing $5,000.00 which will be broken down into 2 payments of $2,500.00 over a two year period. Chairman Steffen made a motion to adopt Resolution 15-05 (Authorizing Application to the Municipal Assistance Program) with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Bertholf and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file.

Public Comment - None

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines which are posted on the back wall. Wayne County Human Services is requesting information on any unsheltered individuals within the Township and the department will be doing a Point-In-Time count on January 27, 2016.

The Township received the 2015 Annual Report from the Northeastern Pennsylvania Alliance as well as the Hawley Area Authority minutes.

Act 537 Update - Chairman Steffen stated that he has been in contact with Leeward Construction regarding 2 outstanding bills that need to be paid and hopefully this matter will be taken care by the end of December 2015. He went on to say that Road Master Kmetz was satisfied with the patch work that needed to be done on Roosevelt Drive.

Zoning Report was given by Dennis Mynarski and is on file. In regards to Lisa Osborne, he explained that he appeared in court and the Township was awarded $2.086.50. He stated he felt she would appeal the case. As far as the property cleanup is concerned, it’s about 80% done.

Planning Commission Report Mr. Mynarski stated that Mr. Hochreiter is here representing the Petshaucer and Hochreiter Subdivision and that the Planning Commission had approved it at their November 10th meeting. The Board of Supervisors will have to approve it as well as the request for a planning waiver & non-building declaration.

Mr. Treat explained that the planning waiver and non-building declaration for the Petshaucer and Hochreiter Subdivision as stated in the cover letter that 32 acre parcel of land has 6.27 acres which has improvements done on it and is a separate lot and 26.4 acres of land is being conveyed to Lukan’s Farm Resort for recreational use and that being said the remaining lands are not intended for building and will not require septic or septic testing.

Chairman Steffen made a motion to accept the Petshaucer and Hochreiter Subdivision as well as the planning waiver and non-building declaration with a second by Supervisor Kmetz and all Supervisors voting yes.

Emergency Management Report Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat asked if the Township had received the information on road bonding. Supervisor Kmetz replied that it had been received and the Township would like to discuss this matter sometime in February.

The next meeting is the reorganization meeting with the regular meeting being held immediately after and is scheduled for January 4, 2016 at 7:00 PM.

Chairman Steffen made a motion to adjourn at 7:25 PM with a second by Supervisor Hamby and all Supervisors voting yes.
