PALMYRA TOWNSHIP – WAYNE COUNTY DECEMBER 5, 2016

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bill list was read and is on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to accept the proposal received from Brian T. Kelly and Associates in the amount not to exceed $3,300.00 to do the township’s annual audit with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to adopt the 2017 budget with the general fund coming in at $141,355.00 and the state road budget at $66,211.00 for a grand total of $207,566.00 (Resolution 16-02) with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to adopt Resolution 16-03 (Tax Levy) showing no increases in the township’s taxes with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to give Ms. Powderly a holiday bonus of $350.00 and Kyle McDonald a bonus of $150.00 with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Knecht is on file. Chairman Steffen stated that the township would be pleased to donate money toward a new vehicle for the police department but would decide at next month’s meeting the amount.

Officer Ron Kominsky introduced himself to Board as a new hire for the department.

Fire Report was given by Scott Mead and is on file. Mr. Mead stated that HB 1683 was signed into law on November 22, 2016.

Ambulance Report - None

Building Expansion Project - Chairman Steffen stated that there is nothing new to report.

Public Comment - Mr. Dougherty requested that the sign for basketball player Mike Strong be updated with the correct number of wins. Supervisor Kmetz said he would take care of the matter.

Road Report was given by Road Master Kmetz and is on file. He also stated that he would like to purchase some safety apparel for himself and his helpers.

Correspondence The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.

The township received the Hawley Area Authority minutes.

The township received a Thank You card from the Hawley Community Pantry for the donation from the scrap metal program.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated he had a complaint filed by a resident regarding a property on Bow Tie Road. He stated that the property has damaged trailers on it and is generally a mess. He stated he would send a letter to the property owners.

Chairman Steffen made a motion to appoint Mr. Natale to the Planning Commission with a second by Supervisor Kmetz and all Supervisors voting yes.

Planning Commission Mr. Natale stated there will be a meeting in the near future regarding the combining of 2 lots in reference to the Arby property.

Public Comment - None

Emergency Management Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated that he had received the Deed of Dedication from the Hawley Area Authority regarding the sewer expansion project. Chairman Steffen made a motion to approve the Deed of Dedication with Chairman Steffen being the signatory of the deed with a second by Supervisor Hamby and all Supervisors voting yes.

Mr. Treat stated he would need to have a motion so he would be able to file the civil complaint against Ms. Bigart for the damage that was done to the township’s guard rail on Spruce Street. Chairman Steffen made said motion with a second by Supervisor Hamby and all Supervisors voting yes.
