PALMYRA TOWNSHIP – WAYNE COUNTY DECEMBER 4, 2017

Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bill list was read and is on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to accept the proposal received from Brian T. Kelly and Associates to do the township’s annual audit with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to adopt the 2018 budget with the general fund coming in at $147,555.00 and the state road budget at $70,036.00 for a grand total of $217,591.00 (Resolution 17-03) with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to adopt Resolution 17-04 (Tax Levy) showing no increases in the township’s taxes with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to give Ms. Powderly a holiday bonus of $300.00 and Kyle McDonald a bonus of $175.00 with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Kominsky is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report is on file.

Building Expansion Project - Chairman Steffen asked Mr. Treat if he had reviewed the bid documents for the building expansion. He said he had reviewed them and had no additional comments other than those given at the November meeting.

Public Comment - Mr. Van Orden stated that an elderly gentleman asked him to request that a couple of poles be put in front the boulder that is located in the parking lot. Supervisor Kmetz said he would take care of the matter.

Road Report was given by Road Master Kmetz and is on file.

Correspondence - The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that the property owner on Gravity Road has not contacted him or Chris Martin regarding the septic system. The property is listed as a one family home and the owner made it a two family dwelling and has been renting it out. The owner was given 30 days to get the proper paper work done and has not done so. Mr. Treat stated to follow up to see if it is being used as a one or two family home. If the residence is being used as a one family home the property owner is in compliance.

Mr. Natale also went on to say Matt George had an inspection done in August 2017 and there were some minor things that needed to be done to receive the certificate of occupancy. Mr. Natale asked Mr. George to be please complete the project in a timely manner. As of this date, the issue has not been resolved. Mr. Natale said he spoke to Mr. George at the end of November and told him to complete the building as well as sent him a letter to have the project completed by December 31st.

Mr. Natale also went on to state that he has received several complaints about the Lisa Osborne property. He stated that there is garbage strewn about. Mr. Treat stated that he should do a visual of the area and send her an enforcement letter stating that she is in violation of the ordinance and the property needs to be cleaned up.

Chairman Steffen made a motion to have Mr. Natale send an enforcement letter to Ms. Osborne with a second by Supervisor Kmetz and all Supervisors voting yes.

Conditional Use Hearing - Chairman Steffen stated that in regards to the Harmony Presents project he asked his constituents how they felt about delaying any decision until the Board of Supervisors did a walk through on the property in questions. The consensus was that the Board would delay any decision on the conditional use until after a walk through was done.

Mr. Treat stated he had eight concerns about the proposed conditions submitted by the applicant ranging from the access point to the property, sewer/water compliance, a highway occupancy permit, the location of the walkway, lighting as well as the road surface.

Planning Commission - Mr. Natale stated there was nothing to report.

Public Comment - None

Emergency Management - Supervisor Hamby stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated that he had nothing new to report.

Next scheduled meeting is Tuesday January 2, 2018 at 6:30 PM. with the reorganization meeting immediately following.
