PALMYRA TOWNSHIP – WAYNE COUNTY FEBRUARY 2, 2015
Chairman Steffen called the meeting to order at 7:00 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.
Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.
Treasurer’s Report was not given due to the fact Ms. Powderly was not present.
Supervisor Kmetz made a motion to allow Ms. Powderly to pay bill list #2 when she returns back to office with a second by Chairman Steffen and all Supervisors voting yes.
In regards to the Public Hearing held earlier Chairman Steffen made a motion to adopt Ordinance 15-03 allowing the township to participate in the PSAT’s Unemployment Compensation Group Trust Fund with a second by Supervisor Hamby and all Supervisors voting yes.
Auditor’s Report was given by Chairman Van Orden and is on file. The hourly rate for working Supervisors will remain at $18.50 per hour and health benefits will remain at $400.00 quarterly.
Police Report was given by Officer Bertholf and is on file.
Fire Report was given by Scott Mead and is on file. Mr. Mead thanked Road Master Kmetz for keeping the hydrants clear of snow.
Road Report Road Master Kmetz stated he did not have time to prepare the report due to the inclement weather. He said most of the month had been cindering and plowing of the roads. He also ordered more material.
Zoning Report was given by Dennis Mynarski and is on file. He stated that Mr. Hook will be cleaning the property up once the weather breaks as he is planning on selling the property. Mr. Mynarski asked if the Board would waive the fees for permit #1254. This permit is for a home for a disabled veteran and is being built by Homes for Heroes. Chairman Steffen made a motion to waive all fees connected with permit #1254 with a second by Supervisor Kmetz and all Supervisors voting yes.
In regards to the Wayco Conditional Use, Mr. Mynarski stated he was going to inform the company that the township will need to know exactly how much land will be used for the quarry and have them come to the next Planning Commission meeting.
In regards to the old transmission shop located on Roosevelt Avenue, Mr. Mynarski stated the new owner wants to turn it into a laundromat. He is going to tell the owner to contact the Hawley Area Authority.
Act 537 Update Chairman Steffen stated that Leeward is progressing on the directional boring. Supervisor Kmetz stated that Entech had informed him that the work is 20% done. He also stated that the Hawley Area Authority had paid the bill to Pennsylvania for their inspection of the borings that needed to done. The Authority will forward the bill to the Township for reimbursement. Chairman Steffen stated that an ordinance will coming up to allow us to satisfy the Dime Bank’s requirements to borrow $375,000.00.

Emergency Management Report Supervisor Hamby stated there was nothing to report.
Crime Watch Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report Regarding the Conditional Use hearing for Wayco, Mr. Treat explained that after Wayco has met with the Planning Commission the Township would need to advertise the Conditional Use Hearing; Wayco would have to notify all adjoining property owners, and the advertising notice would need to be posted on the property. Wayco also would need to designate on a map what land will be used for quarrying.

Supervisor Hamby made a motion to adjourn with a second by Supervisor Kmetz and all Supervisors voting yes.
