PALMYRA TOWNSHIP – WAYNE COUNTY FEBRUARY 6, 2017

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Auditor’s Report was given by Gary Van Orden stating that working Supervisors salaries would increase by $1.00 to $20.00 per hour and health insurance would be raised by $50.00 to $450.00 per quarter.

Police Report was given by Officer Kominsky and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

The township received the Deed of Dedication from the Hawley Area Authority.

The Township received notification from Post & Schell that PP & L has filed for approval to rebuild approximately 10.6 miles of the Blooming Grove – Honesdale 138169 kV lines in Pike and Wayne County.

Paupack Township notified the township that the grant approval sent in to do the Lake Region Multi-Municipal Comprehensive Plan Update has been approved. Palmyra Township will pay our share of $2,500.00 in 2017 as well as another $2,500.00 in 2018. They recommended that 3 people be appointed to attend the 6 to 8 steering committee meetings.

The township received a thank you letter from the Hawley Fire Department for the donation that was given.

DEP notified the township that the Erosion and Sediment Control Plan is deficient from the Tennessee Gas Pipeline.

Building Expansion Project - There was nothing to report.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale explained that he has tried on several occasions to contact Mr. and Mrs. John Weynart owners of a property on Bow Tie Lane regarding the structures that are falling down on their property. He stated he was only able to reach their son but has not heard from Mr. Weynart. Chairman Steffen made a motion to have Solicitor Treat send a letter to the property owners stating to clean up the property or the Township will prosecute with a second Supervisor Kmetz and all Supervisors voting yes.

Conditional Use Criteria for Brewery A Conditional Use Hearing for the Wallenpaupack Brewery Company was held on February 6, 2017, at 6:00 PM with that being said Chairman Steffen made a motion to adopt the narrative as long as the Land Development Plan and lot consolidation are in place with a second by Supervisor Hamby and all Supervisors voting yes.

Planning Commission - Mr. Natale stated the Planning Commission would be meeting on March 1, 2017, at 6:30 PM to review the Land Development Plan and lot consolidation for the Wallenpaupack Brewery Company.

Public Comment - None

Emergency Management Supervisor Hamby stated there was nothing to report.

Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated he received notification from Attorney Magnotti representing the Hawley Area Authority stating that the Authority is embarking upon a complete renovation of the sewage treatment plant. The project has been bid and the project has been approved by RUS. He is asking the township to adopt a resolution which extends the term of the Authority to January 1, 2067. The resolution is necessary since RUS requires that the Authority’s term of existence exceed the forty year loan term. With this being said Chairman Steffen made a motion to adopt Resolution 17-01 with a second by Supervisor Kmetz and all Supervisors voting yes.

In regards to the Bigart matter concerning the damaged guide rails on Spruce Street, Solicitor Treat stated he will send the default judgment of January 11, 2017, to her insurance company and will report back at next month’s meeting.

With no further business, Chairman Steffen made a motion to adjourn at 6:53 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
