PALMYRA TOWNSHIP – WAYNE COUNTY JUNE 6, 2016

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bill list was read and is on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to donate the $412.80 received from the scrap metal program to the Hawley Borough Parks and Recreation with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Bertholf and is on file.

The Board of Supervisors requested that the police monitor Spruce Street for speeding.

Fire Report - None

Ambulance - Report None

Building Expansion Project Chairman Steffen explained that in speaking with Kiley Associates (Justin and Glenn Hoffman) some changes were made to the original designs for the garage area. In place of another door at ground level, it would be changed to a loading dock area. There also would be some minor changes to the upstairs area as well.

The next step would be to make the changes to the original drawings and get estimates as to what the total cost of the project would be and from there the Township could begin to look for funding.

Kiley Associates will work up what their cost will be to do the design development drawing set which would not include construction costs. They will drop off the plans at the office prior to next month’s meeting. The exterior of the building will remain the same with no change in the color of siding. The furnace will be updated as well as the generator.

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz made a motion to hire Mackenzie Conrad at $10.00 an hour and Noah Conrad at $9.00 an hour to help with mowing that needs to be done around the township with a second by Chairman Steffen and all Supervisors voting yes.

Road Master Kmetz requested that a letter be sent to Hawley Borough regarding the potholes on Spruce Street. He stated that he has had numerous complaints from Palmyra Township residents about the problem that exists. He stated that he would be more than happy to help them out either by donating his time or by doing the work that needs to be done and the township would share the expense. Chairman Steffen made a motion to send a letter to the Borough stating that the Township would assist the Borough in the repair of Spruce Street with a second by Road Master Kmetz and all Supervisors voting yes.

Correspondence The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.

The township received a letter from Palmyra Township – Pike County that they sent to the Wallenpaupack School District regarding the transfer of Holwood, LLC & Talen Generation, LLC to Brookfield asking the school district to take the lead in challenging the Realty Tax transfer taxes.

The township received the Hawley Area Authority minutes as well as a letter requesting the Township’s thoughts on compensation for the Authority’s Board members.

PennDOT District 4 invited the township to the 19th Annual Wyoming-Susquehanna County Equipment show on July 28th, at Lazy Brook Park from 9:00 – 3:00.

Earth Resource Group informed the township that E.R. Linde (Middle Creek Quarry) is filing a renewal of their Air Quality General Permit for the existing portable crushing plant equipment and associated non-road diesel fired internal combustion engines.

Hawley Borough requested the assistance and support of the Township in helping them to apply for funds through the Flood Mitigation Program as well as funds through the Department of Greenways, Trails and Recreation Grant Program.

Zoning Report was given by Mr. Mynarski and is file.

Planning Commission - Mr. Mynarski stated there was nothing to report.

Public Comment - None

Emergency Management Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that Ms. Powderly had contacted him regarding a bounced check in the amount of $495.00 from a Robert Tebbenhoff and he requested the Board make amotion to allow her to prosecute if the need arouse. Chairman Steffen made that into a motion with a second by Supervisor Hamby and all Supervisors voting yes.

He also stated that the letter received from the Hawley Area Authority regrading compensation for Board members has been rescinded.

Next scheduled meeting is July 5, 2016, at 6:30 PM and Chairman Steffen Stated he will not be able to attend.
