PALMYRA TOWNSHIP – WAYNE COUNTY MARCH 2, 2015

Chairman Steffen called the meeting to order at 7:00 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written as well as the minutes of the Special Meeting to adopt Ordinance 15-03 with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall.

Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Bertholf and is on file.

Fire Report was given by Scott Mead and is on file.

Road Report was given by Road Master Kmetz and is on file.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

The Township received notification that the turn back allocation of $3,520.00 and liquid fuel tax in the amount of $52,295.77 will be directly deposited into the PLIGIT account on March 1, 2015.

The Wayne County Township Officials Association will be holding their Spring Meeting on March 18th at 7:00PM in the Seelyville Fire Hall with a snow date of March 25th.

The Township received notification that the Hawley Area Authority was granted approval for the renewal of their NPDES permit by DEP.

DEP notified the Township that Atkinson Materials and Leeward Asphalt were making application for their renewal of their existing State Only Operating Permits.

DEP sent notification that the Dime Banks application for a NPDES permit was approved for storm water discharge.

The Township received the Hawley Area Authority minutes.

Zoning Report Mr. Mynarski stated there was nothing to report.

Planning Commission In regards to the Wayco Conditional Use, Mr. Mynarski stated that the Wayne County Department of Planning informed the Township that the Zoning Hearing Board would have to have meeting. He stated that he will notify Wayco, Inc. of this requirement.

Gary Flood representing the Hess Subdivision stated that all of the Wayne County Department of Planning concerns had been addressed. He informed the Board that it was single lot subdivision. Chairman Steffen made a motion to approve the subdivision with a second by Supervisor Kmetz and all Supervisors voting yes.

Act 537 Update - Chairman Steffen stated that Leeward is progressing on the project it being about 65% completed. Chairman Steffen stated that the Township adopted Ordinance 15-04 in accordance with PSAT’s regulation in regards to borrowing $375,000.00. He felt that the Township would not need to borrow the money.

Emergency Management Report Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated he wrote a letter to Brian T. Kelly, CPA and Associates stating the Township had no pending lawsuits.

Public Comment - None Supervisor Hamby made a motion to adjourn at 7:19 PM with a second by Chairman Steffen and all Supervisors voting yes.
