PALMYRA TOWNSHIP – WAYNE COUNTY MARCH 7, 2016
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.
Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills as well as an invoice from Myers Landscaping that was not yet received with a second by Supervisor Hamby and all Supervisors voting yes.
Police Report was given by Officer Bertholf and is on file.

Ambulance - Report None
Public Comment - None
Road Report was given by Road Master Kmetz and is on file.
The Board of Supervisors set a date of March 23, 2016 at 4:30 PM to survey the roads with Road Master Kmetz.
Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
The Township received notification that the turn back allocation of $3,520.00 and liquid fuel tax in the amount of $61,046.74 was directly deposited into the PLIGIT account on March 1, 2016.
The Wayne County Township Officials Association will be holding their Spring Meeting on March 23rd at 7:00PM in the Seelyville Fire Hall with a snow date of March 30th.
The Township received the Hawley Area Authority minutes.
DEP notified the Township that Wayco, Inc. has filed an application for a Non-Coal Surface Mine Permit.
Earth Resources mailed notification that E.R. Linde Construction Company has filed an application for Transfer of Permits to DEP for Middle Creek Quarry as well as general permits for non-metallic mineral processing equipment to be operated by E.R. Linde.
The Township received the Wayne County Department of Planning’s Annual Report.
The Wayne County Solid Waste Department informed the Township they are no longer accepting electronic equipment.
Zoning Report was given by Dennis Mynarski and is on file. Mr. Mynarski informed the Board that Ms. Osbourne had called the office to make arrangements to pay off the $2,086.50 fine at $125.00 a month. He stated she did get a dumpster and cleaned some of the mess up but that the property was still littered with carpeting, empty gallons of water and garbage. Solicitor Treat stated that the fine was collectible and she could be fined again since this is ongoing situation.
Planning Commission - Mr. Mynarski stated there was nothing to report.
Chairman Steffen asked the Board if they were still in favor of expanding the township building so it could be used as a comfort station as well as for more office space. It was decided that Chairman Steffen would contact Kiley Associates to get the project started.
Public Comment - Ms. Carson informed the Board she was concerned about the walking trails from the Settler’s Inn to Lock House 31. Chairman Steffen stated that if portions of the trails pass by private property people will have to use the Route 6 corridor. Ms. Carson also informed the Board that the Wayne Pike Farm Bureau will be holding a Farm Safety Day on March 19th from 10:00 AM to 2:00 PM.
Emergency Management Report - Supervisor Hamby stated there was nothing to report.
Crime Watch - Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report - Mr. Treat stated that he had nothing to report.

Chairman Steffen made a motion to adjourn at 6:50 PM with a second by Supervisor Hamby and all Supervisors voting yes.
