PALMYRA TOWNSHIP – WAYNE COUNTY MARCH 6, 2017

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall.

Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall.

Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to issue a written notice of cancellation to Building Inspectors Underwriters, so the township can initiate a new agreement with Northeast Inspection Consultants as approved at the January 2017 reorganizational meeting with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Kominsky and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file.

Public Comment - Mr. Van Orden asked if Hawley Borough was using our road salt. Supervisor Kmetz informed him that the borough was not. Hawley Borough had asked to store some of their road salt at our building but as of this date it has not happened.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. Wayco, Inc. informed the township that the company was renewing their Residual Waste for Beneficial Use Permit. The township received the Hawley Area Authority minutes. The Spring Road Maintenance Breakfast meeting hosted by the Wayne County Conservation District will be held on March 29th at the Park Street Complex, Honesdale, Pa. The Wayne County Township Officials spring meeting will be held at the Seelyville Fire Department on March 22nd. Earth Resource notified the township that Middle Creek Quarry is filing for an Air Quality General Permit. The township received a thank you letter from Hawley Borough for our contribution to the repair of their streets and road.

Building Expansion Project - It was decided to reach out to our state representatives to see how our grant application is fairing.

Zoning Report was given by Mr. Natale and is on file.

Planning Commission - Justin Hoffman representing the Wallenpaupack Brewery Company and the Hawley Commercial Property, LLC asked the Board of Supervisors to approve the lot consolidation, the land development plan as well as for go the 2 step process and approve waivers under Section 100-1(F) and Section 100-12 of the township’s Subdivision and Land Development Plan. He stated that all the review comments mentioned by the Wayne County Department of Planning have been addressed for the Preliminary/Final Land Development Plan. The lot consolidation will consist of combining 3 lots into 1. 9 acres.

Chairman Steffen made a motion to approve the lot consolidation of the Hawley Commercial Property, LLC with a second by Supervisor Hamby and all Supervisors voting yes. Mr. Hoffman presented the Land Development Plan for Hawley Commercial Property as well as the Land Use Plan for the Wallenpaupack Brewery Company. He stated he had met with our Planning Commission on March 1st and discussed all the revisions requested by the Wayne County Department of Planning and Keystone Consulting. All revisions have been met. He stated that Hawley Area Authority has approved the project. He asked that the 2 step process for a lot consolidation be bypassed. The second waiver request being asked for is an improvements guarantee. The proposed improvements are completely located on private property so there will no need to build any roads or sewer or water extensions. Chairman Steffen made a motion to approve waivers 100-1(F) (relief from the 2 step approval) and 100-12 (relief from improvements guarantee) with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen mad a motion to approve the Land Development Plan for Hawley Commercial Property, LLC with second by Supervisor Hamby and all Supervisors voting yes.

Emergency Management Supervisor Hamby stated there was nothing to report.

Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated he needed a motion to file a final judgement against Debra Bigart to collect the money owed for the damage to guide rails on Spruce Street. Chairman Steffen made said motion with a second by Supervisor Hamby and all Supervisors voting yes.

With no further business, Chairman Steffen made a motion to adjourn at 6:56 PM with a second by Supervisor Hamby and all Supervisors voting yes.
