PALMYRA TOWNSHIP – WAYNE COUNTY MAY 4, 2015

Chairman Steffen called the meeting to order at 7:00 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisors Kmetz and all Supervisors voting yes.

Police Report was given by Officer Hilling and is on file. The Hawley Borough Police also requested a donation to help offset the cost of a data base collection system which would greatly help the department in filling out forms, tracking forms, accident reports etc. Chairman Steffen made a motion to donate $3,500.00 to help the department purchase this computer system with a second by Supervisor Hamby and all Supervisors voting yes.

Fire Report was given Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file. Supervisor Kmetz stated that one of the township’s trucks will need a new windshield.

Correspondence - The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.

The Wayne Conservation District sent notification that the grant application period for the Wayne County Low Volume Road program has opened.

The Wayne County Emergency Management Office will be holding quarterly training on May 20th in the EOC at 6:30 PM. DEP approved the Air Quality Program State-Only operating permit for Haines and Kibblehouse.

DEP also gave approval for E.R. Linde to construct or operate a portable non-metallic mineral processing plant.

Act 537 Update Chairman Steffen stated that there are 2 issues remaining regarding the sewer expansion. The first one is an easement issue that would bring the sewer line into the Shooky property. This was overlooked by Keystone Consulting. The second issue is Lot 25 where PP & L needed to be called to take care of and secure the electrical lines. Once the easement is taken care of Lot 25 will be addressed. The easement has been revised and it is expected to be in place shortly.

Zoning Report was given by Dennis Mynarski and is on file.

Planning Commission - Mr. Mynarski stated there was nothing to report.

Public Comment - Mark Kaut asked the Board of Supervisors if they had given Middle Creek Quarry permission for Sunday operation. He was informed that a couple of months ago they were given permission and that the township has not received any more request. He was told that there was more than one quarry operating in Middle Creek. Mr. Kaut stated that the quarry has been working every Sunday and that when he spoke to Gary from Leeward he informed him that they had carte blanche to work on Sunday’s. It was decided that Chairman Steffen would get in touch with Leeward and Mr. Mynarski will go to the site very early in the morning and observe what is going on.

Emergency Management Report Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated he had nothing to report.
