PALMYRA TOWNSHIP – WAYNE COUNTY MAY 2, 2016

Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present.

Supervisor Kmetz made a motion to accept the previous month’s minutes with one correction (under Road Report change the second “the” to ‘that”) with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Bertholf and is on file.

Fire Report was given by Eugene Krause and is on file.

Chairman Steffen explained that Evolve Sports has asked for the Township’s cooperation in the Wally Man Triathlon that is scheduled for Saturday June 11th starting at 7:00 AM. He stated that they have provided insurance and added the township as additional insuree and with that being said Chairman Steffen made a motion to sign the agreement with Evolve Sports with a second by Supervisor Hamby and all Supervisors voting yes.

Ambulance Report - None

Building Expansion Project Chairman Steffen explained that Kiley Associates has produced a set of preliminary plans for the expansion of the township building. He is hoping that before next month’s meeting a copy will be given to everyone for review so the plans can be discussed next month. Supervisor Kmetz informed the Board that he attended the meeting regarding the Walking Trail. He stated that the property owners informed the Highland Conservatory as well as the Hawley Partnership that they were not in favor of the project. Chairman Steffen stated that the township has never been formally approached about their opinion of the project.

Road Report was given by Road Master Kmetz and is on file. He stated he met with PennDot officials regarding the work that needs to be done on Beechnut Drive. He also remarked because of advertising requirements bids will not be opened until the July meeting.

Public Comment Mr. Van Orden asked if the shortcomings of the engineering for the sewer expansion had been corrected. Chairman Steffen stated that it had been taken care of.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

The Township received notification that the Wayne County Emergency Management Agency will be holding quarterly training at their EOC on May 16th at 6:30 PM.

The Wayne County Conservation District notified the Township that the Erosion and Sediment Control Plan was found adequate for the Slope Rehabilitation on SR 3028.

The Township received the Hawley Area Authority minutes.

DEP notified the Township that they have given approval to E.R. Linde for an operating permit for a portable non-metallic mineral processing plant as well as an operating permit for diesel or No. 2 fuel fired internal combustion engine.

Zoning Report was given by Mr. Mynarski and is on file. He also informed the Board that Ms. Osborne had yet to come in to sign the agreement. Solicitor Treat stated he would have transfer the judgement transferred to the Wayne County Court House so a lien could be put on her property.

Planning Commission - Mr. Mynarski stated there was nothing to report.

Emergency Management Report - Supervisor Hamby stated there was nothing to report.

Crime Watch - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated there was nothing to report.

New Business - None

Public Comment - A question was raised concerning the paper road. The person stated she had done a lot of research on the road in question. She wanted to know if the easement was not used for 20 years if on the 21st year it resorts back to the original property owners. She was informed that easements do not disappear. She was told to contact a private attorney.

Supervisor Kmetz made a motion to adjourn at 6:46 PM with a second by Supervisor Hamby and all Supervisors voting yes.
