PALMYRA TOWNSHIP – WAYNE COUNTY May 7, 2018

Vice-Chairman Hamby called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Vice-Chairman Hamby and Supervisor Kmetz were present.

Chairman Steffen was absent.

Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Vice-Chairman Hamby and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall.

Vice-Chairman Hamby made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Vice-Chairman Hamby made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Knecht and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file.

Road Master Kmetz stated he will be meeting with PennDot to begin the paving projects that were mentioned last month and hopefully the township will be able to have a bid out by July.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

The township received the Hawley Area Authority minutes.

Public Comment - Mr. Shariest asked if any repair work was going to done on Fairmont Avenue. Road Master Kmetz stated that he hoped to get to it after school was let out in June.

Mr. Kajkowski stated that he lives on Columbus Avenue and his neighbor Dennis Hook’s property is a disaster with refuse from the owner’s business, unregistered vehicles that are used as storage containers, etc. He stated that this has been an ongoing problem for six years. He stated that he has tried selling his home but the realtor’s told him that it wouldn’t sell because of his neighbor’s property. He requested that the township do something about this situation.

Mr. Natale stated that he has seen the property and spoke with Mrs. Hook and got permission to take pictures. He also spoke to Mr. Hook during the week and explained the situation to him about the garbage as well as only be able to have two unregistered vehicles on his land. He went on to state that Mr. Hook was very amiable and he was given thirty days to clean up his property.

Mr. Natale informed the Board that another complaint was received about Mr. Hook burning on his property in extremely windy conditions and the fire was unattended. Mr. Natale stated that he notified Mr. Hook by mail about the township’s Burning Ordinance and that he was in violation.

Mr. Kajkowski was informed that Mr. Natale will keep on the top of the matter.

Building Expansion Report - Supervisor Kmetz explained that the township would need to consider a new furnace as the contractor stated there would be additional costs to project trying to save the existing chimney and working the trusses around it. The cost of a new furnace that would make the entire building heated by propane is $6,380.00. After some discussion, Supervisor Kmetz made a motion to put in a change order for the new furnace with a second by Vice-Chairman Hamby and all Supervisors voting yes.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated that there was another complaint about a residence on Ridge Avenue similar to the Hook complaint. He said that he spoke to renter living there and explained he had thirty days to clean up.

Mr. Natale informed the Board that the work on the Comprehensive Plan is about done and Mr. Shepstone has requested that the Supervisors make a decision as soon as possible on the placement of the C2 zone.

Mr. Natale went on to say that something be done about the Lisa Osborne property. The problem of her garbage being in the yard has been going on for 10 years and now it could become a health problem bringing in rats. He stated that fines don’t seem to be doing the job as history has showed.

Solicitor Treat stated send her a warning letter stating that the township is going to take action within 10 days under the ordinance to eradicate the problem as it is a health hazard. He also recommended that the township file the appropriate documentation to put in the lawsuit for the cost of the cleanup.

Supervisor Kmetz made a motion that the warning letter be written by Mr. Natale giving her ten days to remove the garbage or the township will at her cost with a second by Vice-Chairman Hamby and all Supervisors voting yes.

Planning Commission - Mr. Natale stated that Harmony Present was in and presented their land development application and the Planning Commission sent their approval to the Wayne County Department of Planning. Supervisors Kmetz stated that there is a property on Ridge Avenue that a contractor wants to expand the living quarters to accommodate wheels chairs and the potential layout would encroach the side yard set back by 3 feet. He asked Solicitor Treat if this is a simple variance application or is it a Zoning Hearing Board matter.

Solicitor Treat stated it was a Zoning Hearing Board matter.

Emergency Management - Supervisor Hamby stated there was nothing to report.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated he nothing to report.

Vice-Chairman Hamby made a motion to adjourn at 7:07 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
