PALMYRA TOWNSHIP – WAYNE COUNTY NOVEMBER 2, 2015

Chairman Steffen called the meeting to order at 7:00 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Kmetz made a motion to accept the previous month’s minutes with one correction ( paragraph three, first page, first sentence add the word TO) with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.

The bills were read and are on file as well as posted on the back wall Supervisor Hamby made a motion to pay the bills with a second by Chairman Steffen and all Supervisors voting yes.

Chairman Steffen made a motion to advertise for a CPA or an accounting firm to do the township’s 2015 audit with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to advertise the Proposed Budget for 2016 totaling $201, 085.00 which will be adopted at the December 7, 2015, meeting with a second by Supervisor Kmetz and all Supervisors voting yes. Chairman Steffen stated that in 2016 the Township will be looking into getting another grant to expand the Township Building for more office and garage space as well as space for the public to use in the event that there were extended power outages. The public would be able to charge their cell phones or take a shower.

Police Report was given by Officer Bertholf and is on file.

Fire Report was given by Eugene Krause and is on file.

Ambulance Report - None

Road Report was given by Road Master Kmetz and is on file.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines which are posted on the back wall.

The Township received a thank you note from the Hawley Community Pantry thanking the Board of Supervisors for the donation from the scrap metal program.

The Township received the Hawley Area Authority minutes.

The Township received notification from the Wayne County Emergency Management Agency that quarterly training will be held on November 19th at 6:00 PM in the EOC located on Volunteer Drive.

Public Comment - Mr. Krause informed the Board that a street light is out across the street from the Hawley Fire Department. Mr. Krause will call the secretary with the pole number and the Township will report it to PP &L.

Mr. Krause also inquired about the Lisa Osborne home being without sewer and water and was wondering whether the home could be condemned. Mr. Mynarski explained that the home had sewer but no water. He also explained that he will be going to the Magistrate on November 12th in regards to the garbage that is still in the yard.

Act 537 Update - Chairman Steffen stated that are still a few minor problems that need to be attended to as well as Supervisor Kmetz wants to give final approval to some of the road work done on Roosevelt Drive.

Zoning Report was given by Dennis Mynarski and is on file. He stated that he had not received any more calls regarding DeGroat Road.

Planning Commission Mr. Mynarski stated that the Planning Commission will be holding a meeting on November 10th.

Emergency Management Report Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that the Deed was released by Attorney Boyd Hughes regarding the Hallowich property.

Supervisor Hamby made a motion to adjourn at 7:12 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
