PALMYRA TOWNSHIP – WAYNE COUNTY NOVEMBER 7, 2016

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bill list was read and is on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to advertise for an independent auditing firm to do the Township’s annual audit with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to advertise the 2017 budget with general fund coming in at $141,355.00 and the state road budget at $66,211.00 for a grand total of $207,566.00 with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Knecht is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Building Expansion Project - Chairman Steffen stated that the grant application has been prepared and submitted and the township should know if it will be awarded anything sometime in January 2017.

Public Comment - None

Road Report was given by Road Master Kmetz and is on file.

Scrap Metal Program - Chairman Steffen made a motion to donate the $267.00 from the program to the Hawley Methodist Church food program with a second by Supervisor Kmetz and all Supervisors voting yes.

Correspondence - The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.

The township received the Hawley Area Authority minutes.

DEP notified the township that the Non-coal Surface Mining permit and associated NPDES permit were transferred from Middle Creek Quarry to E.R. Linde Construction.

The Wallenpaupack North Intermediate School invited the township officials to the Wallenpaupack Area High School to honor veterans on November 11, 2016, at 6:00PM.

Zoning Report was given by Mr. Mynarski and is file. Mr. Mynarski handed in his resignation letter stating his last day would be November 14, 2016, and introduced his replacement Paul Natale. Chairman Steffen thanked Mr. Mynarski for his years of service to the township as Zoning Officer.

Supervisor Kmetz made a motion to accept the letter of resignation as well as appointing Mr. Natale as interim Zoning Officer until the end of the year with a second by Supervisor Hamby and all Supervisors voting yes.

Planning Commission Mr. Mynarski stated there was nothing to report.

Public Comment - None

Emergency Management Supervisor Hamby stated there was nothing to report.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated that he had received the Deed of Dedication from the Hawley Area Authority regarding the sewer expansion project. He informed the Board that he was concerned about some of dates and would like to have them verified before the Board acted.

It was decided to have the secretary contact Keystone Consulting to verify the dates and the matter would be taken care of at the December 5th meeting.

Public Comment - James Shook thanked the Supervisors for all the time effort and money that went into making the Route 6 sewer expansion happen.

Next scheduled meeting is December 5, 2016, at 6:30 PM.
