PALMYRA TOWNSHIP – WAYNE COUNTY NOVEMBER 6, 2017
Chairman Steffen called the meeting to order at 6:30 PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with one correction ( second page Under Building Expansion add the word has) with a second by Supervisor Hamby and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall.
Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes.
Chairman Steffen made a motion to advertise for the 2018 Budget with a second by Supervisor Kmetz and all Supervisors voting yes.
Chairman Steffen made a motion to advertise for a Certified Public Accountant to do the township’s fiscal audit for the year 2017 with a second by Supervisor Hamby and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.
O’Connell Scrap Money Award - Chairman made a motion to donate the $443.20 collected to the Queen of Peace Food Pantry with a second by Supervisor Kmetz and all Supervisors voting yes.
Police Report was given by Officer Kominsky and is on file.
Fire Report was given by Scott Mead and is on file.
Ambulance Report was given by Brian Utegg and is on file. Mr. Utegg stated that the ambulance is responding from the River Street station in Hawley and volunteers are working diligently to repair the building that was damaged from flooding. He also went on to state that they have 13 new members.
Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz went on to say that the ditch on North Street is being used as a dumping ground.
Chairman Steffen made a motion to have Bonham’s or another reputable sign company make up No Dumping signs with a second by Supervisor Hamby and all Supervisors voting yes.
Public Comment - Representatives from Commonwealth Health EMS located in Hawley introduced themselves to the Board of Supervisors and stated they were appointed by Hawley Borough to be their ambulance. They asked to be a backup ambulance for the township. Supervisor Kmetz stated that the policy for the township was closest available and that it would be up to 911 Center to make that call.
Mr. Van Orden requested that the Hawley Borough Police again monitor Oak Street and Columbus Avenue due to speeding and people running stop signs. Officer Kominsky stated he would be bringing it to Chief Drake’s attention.
Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
The township received the Hawley Area Authority minutes.
The Wallenpaupack Area North Intermediate School invited the Board of Supervisors to their Veteran’s Day community event being held on November 10th at the Wallenpaupack Area High School beginning at 6:00 PM.
The Wayne County Department of Planning approved the George Subdivision and the addition of existing Lot 3, with one exception, a signed sewage facility module needs to be completed.
Building Expansion Project - Ryan representing Kiley Associates stated that the drawings were just about finished. He went on to say that the rest of the documents would be ready by the end of the week so the project could be put out to bid. Chairman Steffen stated that the township would like to open the bids at the February 2018 meeting and begin construction in April of that year. Ryan stated that Kiley Associates would do the advertising for the bids. Chairman Steffen made a motion that Kiley Associates advertise the bid contingent upon the approval of the township’s solicitor with a second by Supervisor Kmetz and all Supervisors voting yes.
Zoning Report was given by Mr. Natale and is on file.
Planning Commission - Mr. Natale stated that the Planning Commission met with the Harmony Presents people and gave their approval with some reservation such as parking, noise and traffic control. He stated that they like to have a Conditional Use hearing scheduled for the December 4th Supervisor’s meeting.
In regards to the George Subdivision, the Wayne County Department of Planning gave their approval with one exception that a signed sewer facility module be in place. Supervisor Kmetz stated that in speaking with Sewage Enforcement Officer Chris Martin, a new sewer facility module would need to be done. Supervisor Kmetz made a motion to accept the George Subdivision contingent upon the new sewer facility module being completed by the December 4th Supervisors meeting or approval would be revoked with a second by Supervisor Hamby and all Supervisors voting yes.
Emergency Management - Supervisor Hamby stated that there was nothing to report.
Crime Report - Supervisor Kmetz stated there was nothing to report and that the report should be taken off since there has been no activity in years.
Solicitor’s Report - Mr. Treat stated that he had nothing new to report.

Supervisor Hamby made a motion to adjourn at 6:52 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
Next scheduled meeting is December 4, 2017 at 6:30 PM with a Conditional Use Hearing being held at 6:00 PM.
