PALMYRA TOWNSHIP – WAYNE COUNTY OCTOBER 3, 2016

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes. The bill list was read and is on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Knecht and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None

Building Expansion Project - Chairman Steffen stated that the grant application has been prepared and submitted by Carson Helfrich.

Public Comment - None

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz stated that Hawley Borough will be giving the Township $3,000.00 toward the cost of paving Spruce Street. The remaining balance of $4,610.10 will be paid by Palmyra Township. Chairman Steffen stated that this is a joint venture and the Township will not ask to be reimbursed since a lot of Palmyra Township residents use the street and Supervisors Hamby and Kmetz agreed.

Road Master Kmetz also informed the Board that Leeward began the paving of Beechnut Drive on October 3rd.

Correspondence - The Township received its normal newsletters, pamphlets, magazines and brochures which are posted on the back wall.

PSAT’s Unemployment Compensation Group Fund notified the township that the 2017 contribution rate will be .01%.

The township was informed that the Liquid Fuel Allocation for 2017 is estimated at $62,541.46 and the turn back allocation will remain the same at $3,520.00.

The township received notification from Earth Resources that Leeward Asphalt will be preparing an application to renew their baghouse fines permit.

Borton Lawson informed the township that PPL is applying for a Water Obstructions and Encroachment permit from DEP.

The township received a Thank you letter from the Hawley Borough Police for the donation to National Night Out.

Zoning Report was given by Mr. Mynarski and is file. He stated the RV that was parked on Ridge Avenue has been removed and Lisa Osborne made a double payment on her outstanding balance.

Planning Commission - Mr. Mynarski stated there was nothing to report.

Public Comment - None

Emergency Management Supervisor Hamby stated that he completed the NIMS survey on line as requested by the Wayne County Emergency Management Agency.

Crime Watch Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that he nothing to report.

Supervisor Hamby made a motion to adjourn at 6:43 PM with a second by Supervisor Kmetz and all Supervisors voting yes.
