PALMYRA TOWNSHIP – WAYNE COUNTY SEPTEMBER 8, 2015
Chairman Steffen called the meeting to order at 7:00PM.
Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.
Supervisor Hamby made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.
Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.
The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.
Police Report was given by Officer Bertholf and is on file. The Hawley Police Department also thanked the Township for the donations given for National Night Out as well as the donation for the software computer program.
Chairman Steffen called for an Executive Session at 7:10 PM.
The meeting was reconvened at 7:29 PM.
Solicitor Treat stated let the record show that the Supervisors, Solicitor and Township Secretary will be having a meeting with Leeward Construction, Keystone Consulting, Hawley Area Authority and Mr. Magnotta to get the outstanding issues finalized to finish the sewer extension. The meeting will be advertised with no public comment permitted.

Ambulance Report - None
Road Report was given by Road Master Kmetz and is on file.
Chairman Steffen made a motion to adopt the Wayne County Hazard Mitigation Plan (Resolution 15-02) which allows the Township to ride on the County plan without having to hire a consultant with a second by Supervisor Hamby and all Supervisors voting yes.
Correspondence - The Township received its normal newsletter, pamphlets, brochures and magazines which are posted on the back wall.
The Wayne County Association of Township Officials sent notification that the Annual Fall meeting will be October 7th at Lukan’s Farm Resort starting at 8:30 AM.
The Township received the Hawley Area Authority minutes.
Act 537 Update - None
Zoning Report was given by Dennis Mynarski and is on file. He stated that the problems on DeGroat Road were partially solved. One resident had penned in his fowls and the other resident was being evicted. He also stated he will be filing a complaint with the District Magistrate regarding Ms. Osborne’s refusal to clean up her property.
Mr. Mynarski asked if a refund for a $50.00 pool permit could be given. He was informed that the Board had no problem with a refund being issued.
A discussion ensued regarding the Didder Ridge (Wayco) Special Exemption for a quarry. Mr. Mynarski stated he had not received a special exemption only a conditional use application was filed with the Township. After a lengthy discussion, it was decided Mr. Treat would look into this matter.
Planning Commission - Mr. Mynarski stated there was nothing to report.
Public Comment - Mr. Van Orden stated that if people were complaining about the quarries operating on Sunday’s it was not them, it was 4 wheelers trespassing on the quarry properties.
Emergency Management Report Supervisor Hamby stated there was nothing to report.
Crime Watch Supervisor Kmetz stated there was nothing to report.
Solicitor’s Report Mr. Treat stated he had nothing to report.
