PALMYRA TOWNSHIP – WAYNE COUNTY SEPTEMBER 5, 2017

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were all present.

Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hamby and all Supervisors voting yes. The bills were read and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Chairman Steffen made a motion to have Kuharchik Construction repair the traffic light at the Route 6 and 590 intersections in the amount of $1,902.00 with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Kominsky and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report - None.

Road Report was given by Road Master Kmetz and is on file.

It was decided that the township would advertise the sale of the old roller which was replaced earlier in the year.

Public Comment - None.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

The township received notification from the Wayne County Department of Planning regarding the Zoning Ordinance Amendment; Allowance of Theaters as a Conditional Use in the C1 and RR districts stating that with minor word changes and changing the tax parcel number under consideration to 18-03-01 the office is in agreement with the amendment.

The township received a thank you letter from the Hawley Borough Police for their donation to National Night Out.

DEP notified the township that Wayco, Inc. has been permitted to construct and operate hot mix asphalt pants.

Building Expansion Project Chairman Steffen stated that he met with Kiley Associates and he informed the Board that they were working on bid documents that would be able to go out this year with an anticipated start in the spring of 2018.

Zoning Report was given by Mr. Natale and is on file. Chairman Steffen commended Mr. Natale for the fine job he has done in organizing the zoning files. Mr. Natale stated he issued a violation letter to Matt George and as a result of that the township found that no certificate of occupancy was issued and there was no final inspection. Mr. George is doing the work himself and did not realize that he needed a certificate of occupancy or the final inspection. Mr. Natale went on to state that the building was in good condition and Mr. George will finish the building and get the final inspection.

Mr. Natale informed the Board that in speaking with Mr. Shepstone about the number of zoning districts within the township that Mr. Shepstone would get back to him shortly.

Mr. Natale stated that the township had an audit by the Department of Labor and Industry on commercial properties from the last 5 years and the township passed.

Planning Commission - In regards to the Harmony Presents conditional use and the proposed amendment to the zoning ordinance; The Palmyra Township Planning Commission has given their approval. Solicitor Treat stated that the Wayne County Department of Planning had only minor word changes to the amendment. Attorney Waldron representing Harmony Presents has requested a Public Meeting to discuss the proposed amendment on October 2nd at 6:00 PM. Chairman Steffen made a motion to discuss the proposed amendment at the public meeting at 6:00 PM on October 2, 2017, with a second by Supervisor Hamby and all Supervisors voting yes.

Emergency Management - Supervisor Hamby stated that there was nothing to report.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that the 2 class action suits that were mailed to the township did not warrant any action.

Supervisor Hamby made a motion to adjourn at 6:45 PM with a second by Supervisor Kmetz and all Supervisors voting yes.

Next scheduled meeting is October 2, 2017 at 6:30 PM with the Public Meeting being held at 6:00 PM.
