PALMYRA TOWNSHIP – WAYNE COUNTY May 4, 2026
Chairman Steffen called the board of supervisor’s meeting to order at 6:30 PM. Roll calls showed Chairman Steffen, Supervisors Kmetz and Supervisor Hillriegel were present.
Last month’s minutes were reviewed as written. Chairman Steffen made a motion to accept the previous month’s minutes with a correction in spelling on the last page (the word tuns, to the word turns), with a second by Supervisor Kmetz and all supervisors voting yes.
The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the treasurers report with a second by Supervisor Hillriegel and all supervisors voting yes.
Bill List number #5 was presented. Chairman Steffen made a motion to pay the bill list, with a second by Supervisor Kmetz and all supervisors voting yes.
Police Report was given by an Officer and is on file.
Fire Report was given by Scott Mead and is on file.
PPH Ambulance Report Some good news over the last month is Hamlin and Covington Townships have merged to offer an Ambulance service providing ALS. That should help reduce our PPH ambulance traveling out in that direction.
Road Report was given by Roadmaster Kmetz and is on file. Road Signs for Autumn Drive have been ordered. Our 2026 Paving Project will be advertised in the paper in the month of May. These sealed bids will then be opened in June during the monthly meeting.
Chairman Steffen gave a summary of the Zoom meeting attended by the supervisors and PennDot in reference to the traffic light at 590 and Owego intersection. PennDot seems to be in a mandatory position to put this signal in. This light is considered a Safety Upgrade by PennDot. PennDot will be holding a public meeting in the future. There are still some concerns about who should be responsible for what in terms on the overhead “red light ahead” sign clearly in Paupack Township. Jeff Treat will be speaking to the council for Paupack in hopes of seeing where they stand currently on the situation. Andrea Whyte asks about design plans. Chairman Steffen states these plans will be presented to the public during the PennDot Public Presentation. Jeff is concerned about location and liability of the overhead light in Paupack Township. He believes Paupack should contribute in some way to the cost and responsibility of the light. Gary Van Orden asks about the insurance liability when it comes to the portion of the light that would be in Paupack Twp. Jeff states he shares the same concerns and will be reaching out to Paupack Township.
Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines.
Planning Commission has nothing to report.
Public Comment
Zoning Report was given by Paul. Supervisors were given a packet from the Wayne County Conservation agency. This concerns a property located in Milestone. Paul had received multiple calls concerning cutting and clearing of trees and the amount of lot being cut. Paul went up to look and to him it did not look like an acre, but Paul could not make that assessment and advised those to reach out to the Wayne County Conservation with any concerns they might have had. Those calls were placed and Wayne County has come back and said everything that is going on at this lot in Milestone is well within their boundaries of the number of acres of trees they can cut/clear.
The report of Digitizing Records has nothing to report.
Emergency Management has nothing to report.
The Solicitor’s Report Mr. Treat is still working on language for our nuisance statement.
Final Call for Public Comment - Gary Van Orden asked Paul about the railroad and the appearance of 2 bathrooms at the Train Station. Paul explained that he has passed this concern of the railroad to NEIC and NEIC solicitors, and that it is currently in their hands. Paul explains in the beginning of installing bathrooms, he had “heard” of plans that the railroad had to initially hook up with the help of Mike Kuzmiac but that did not come to fruition. There is no water hook up as of now either. Supervisor Kmetz states he believes that Aqua will be putting in lines in July. Also, the train station has not reached out to Hawley Area Authority to ask to be hooked up to the sewer. Paul states that since no preexisting laterals are located at the Railroad area, DEP would have to be involved for the railroad to hook up and operate on the Hawley Area Authority, or at least we would assume that would need to be the case.
